		<description>Rohan: First, I am hoping that your family is safe. I have family in Galle who were fortunate to be spared, though other family and friends have lost lives and homes. With millions of dollars and perhaps more on its way to Sri Lanka, what are the best ideas on how to make sure this money is spent on the neediest and in the best interests of the community as a whole? Your thoughts as always are much valued.

		<description>Yes, I do recall teaching about the regulatory aspects of disaster management to regulators from the Arab world in Rabat, Morocco, the day after 9/11.  There are teachable moments that must be seized.  That was one.  This is another.  As Bill suggested, I am separately posting the slides that were used on 12th September 1991 at the LIRNE.NET regulatory training course in Rabat.</description>

		<description>To Rohan,  colleagues at LIRNEasia, and friends throughout Sri Lanka, India , and other affected lands, our hearts go out to those whose lives have been shattered by this tragedy.  We also share your frustration at the failure to prepare when it was possible, not only by the Sri Lanka officials, but also the global disaster agencies that failed to consider disasters truly global phenomena.

 Rohan, you draw a comparison of this disaster with 9/11. Do you recall that on 9/11/2001, LIRNE.NET was in the middle of a training course for North African and Middle Eastern telecom policymakers and regulators, at ANRT the Moroccan regulators premises in Rabat.  We heard the news while having lunch. The next day we changed the course schedule and you gave a lecture on disaster management.  If you have your PP slides from that presentation, you might post them.  Now that we have everyone's attention on the subject, people can learn something from it.

Finally, in your research study on the disaster in Sri Lanka,  we expect you will call on your colleagues throughout the LIRNE.NET network for whatever asistance we can provide.</description>
