Suggest wording something like ‘facilitating/enabling greater access to ICTs and related infrastructure…’. This group with the pacific countries, formed the first list of countries and included 62 different independent territories. First there are no universal definitions for ‘Asia’ and Pacific’. Everything depends on our requirements.
