Sri Lanka: Central Environmental Authority and Dialog ventures into M- waste Management

We have always emphasised the role the operators can play in removing so called ‘mobile-waste’ (only a tiny faction of e-waste) without additional burden to the users. Good to know the Ministry of environment accepts this role officially. According to the Daily Mirror report dated July 23, ‘even though electronic and mobile waste have been categorized as ‘hazardous waste’ they can be diverted to profitable ventures, as they consist of a large variety of recoverable heavy and precious metals.’

If so, why tax mobile users? Under the ‘polluter pays’ principle, why not tax the users of other electronic equipment like televisions, audio and video players, sound systems or even PCs – who obviously contribute more to e-waste?

M-waste is a voluntary Corporate Social Responsibility initiative of Dialog, which began in 2007. In the process of implementing this waste management project last year, Dialog has proven its ability to manage mobile waste through well-established collection systems, transportation methods, storage facilities and export mechanisms, which are in line with the regulatory requirements as well as international obligations on the management of electronic-waste. The CEA together with the telecommunications giant hopes to strengthen the management of m-waste and increase public awareness on its sound management.   

“The M-waste programme initiated by Dialog Telekom, Sri Lanka’s largest telecommunications service provider, is one of the best examples of how corporates can contribute towards preserving our environment through responsible business practices. Proper management of electronic-waste plays an integral part in reducing the damage to the environment and we are extremely pleased to partner with Dialog Telekom in executing this environment-friendly waste management plan which would minimise hazardous m-waste material reaching landfill sites,” the Hon. Minister of Environment, Patali Champika Ranawaka said. “The m-waste management programme is the first of many such projects that would be implemented island-wide, utilising the funds collected under the Environment Conservation Levy,” the Minister added.
