Erwin Alampay, PhD

Research Fellow (The Philippines)

Erwin Alampay, PhD,  is an Associate Professor at the National College of Public Administration and Governance (NCPAG), University of the Philippines. He obtained his Doctor of Philosophy (PhD) in Development Administration and Management from the University of Manchester. Most of his research has involved universal access to ICTs and bridging the digital divide in the Philippines. At LIRNEasia, he has studied the use of mobile phones for payment transactions and related regulatory requirements. He has also led research on measuring telecom sector and regulatory performance in the Philippines.

His other research interests include e-governance, m-commerce, ICT regulation and management of non-profit organizations. He is currently a Senior Editor for the Electronic Journal of Information Systems in Developing Countries (EJISDC).
