Regulatory design and practice: Sharing international experiences with Myanmar

A course on regulatory design and practice was organised for the staff of the Post and Telecommunication Department who would later be working at the Myanmar Communications Regulatory Commission, the independent regulator. It was held between 4 and 6 September 2017 at Kempinski Hotel, Nay Pyi Taw, with support from the International Development Research Center, Canada and the UK’s Department for International Development.

The course was envisioned to be a structured exchange of ideas and experiences between the participants and the four former regulators from Sri Lanka, South Africa, Kenya and Mauritius. By the end of the course, the participants were expected to be able to better understand the basic rationale for regulation and situate problems faced by regulators in proper context, better assess available evidence, and work out their own approaches to regulatory and organizational challenges, based on theory and experiences of peers.
