LIRNEasia along with its research partners in Africa (RIA ) and the Caribbean (DIRSI )are conducting a needs assessment and gap analysis of local capacity for ICT policy and regulatory, research, training, expert assistance and advocacy in Africa, the Caribbean and the Pacific Islands as part of an info Dev funded project. The objective of this project is to provide input to multilateral organizations for developing capacity building initiatives that are better designed to meet the needs of nations in the three regions.
The team from LIRNEasia , composed of Prof. Rohan Samarajiva , Dr. Sujata Gamage and Divakar Goswami , is undertaking the Pacific Islands component of the project. A comprehensive inventory of capacity building initiatives in the Pacific Islands has been completed in the form of a searchable database and an accompanying narrative synthesizing the most significant findings. A needs assessment was conducted by visiting three Islands in the Pacific in different stages of the reform process, Samoa, Fiji and Palau, and supplemented by online surveys and telephonic interviews with key stakeholders in other Pacific Islands and multilateral and ICT training organizations. In the last phase of the project, the gap between current capacity building initiatives and the priorities and needs of Pacific Island countries will be identified and recommendations made on how best to bridge the capacity gaps.
