Communications Policy Research Latin America (CPR LATAM) 2018 was held in conjunction with the 6th Latin American Telecommunications Congress CLT), on June 14-15, 2018 in Varadero, Cuba.

A research article that will shortly be published in Information Technology and International Development got me thinking about Engel’s Law, which states that as income rises, the proportion of income spent on food falls, even if actual expenditure on food rises. The article is by Aileen Aguero, Harsha de Silva and Juhee Kang. It’s not about food prices, per se, but about some extensions that allow the identification of necessary goods and luxuries. Their interesting finding is that voice telephony is a necessity in Asia (in the six countries covered by LIRNEasia’s teleuse@BOP research), while it is still a luxury in Latin America. How could the same thing be a luxury in one place and a necessity in another?
A LIRNEasia research paper examining the potential demand and use of mobile phones  for remitting money between migrant workers and their beneficiaries has been published in the latest issue of Info (Vol 13, Issue 3). The paper is authored by Nirmali Sivapragasam, Aileen Aguero (DIRSI) and Dr. Harsha de Silva.  The paper is based on findings from LIRNEasia‘s Teleuse@BOP3 study. The paper can be downloaded here.
By Aileen Aguero, former Research Intern, LIRNEasia As an intern at LIRNEasia, I had the opportunity of working with Harsha de Silva in writing a paper called Bottom of the Pyramid  (BOP) Expenditure Patterns on Mobile Phone Services in Selected Emerging Asian Countries. I presented this paper at the Pacific Telecommunications Conference, held on 17 – 20 January in Honolulu, Hawaii. The 2010 edition of this conference tried to emphasize the benefits innovation provides as well as the challenges faced by developing economies in connecting the unconnected and the adequate provision of systems and services. Our paper was part of Breakout Session 7: Building for Sustainability – ICTs in the Developing World, held on 19 January (paper and slides available here). Elizabeth Fife, Bruce Baikie, Laina Reveendran and Laura Hosman were also part of this panel.
Research on Peruvian demand for telecom services by Aileen Aguero, a researcher from DIRSI, who is current working at LIRNEasia for six months, has made it to the leading newspaper in Peru. The article, which documents the introduction of bundled services by telecom companies, uses Aileen’s research on the demand for telecom services in Peru to explain the provision of varied packages by operators to suit different socio-economic groups. Her study shows that the lowest socio-economic group spends only 5% of family income on telecommunications; however, for every 10% increase in family income, Peruvians increases their spending on telecommunications by 19.7% on average.
