			<content:encoded><![CDATA[<p>Leading Democrats on Tuesday attacked the Bush administration&#8217;s broadband policy and the technology track record of GOP presidential hopeful John McCain, while leading tech companies pushed for a more tech-savvy and innovative federal government.</p>
<p>&#8220;The Obama campaign is the broadband campaign and the McCain campaign is the dial-up campaign,&#8221; said Edward Markey, a Massachusetts Democrat and chairman of the House Energy and Commerce subcommittee on telecom and the Internet.</p>
<p>Markey and other members of Congress were on hand at the Democratic National Convention in Denver for several technology panels hosted by the Computer and Communications Industry Association (CCIA) and the Silicon Flatirons Center at the University of Colorado.</p>
<p>&#8220;On McCain&#8217;s watch, the U.S. fell from third to fifteenth in broadband penetration,&#8221; said Julius Genachowski, technology advisor to Democratic presidential hopeful Barack Obama. That is &#8220;shocking.&#8221;</p>
<p>Genachowski attacked McCain&#8217;s record as chairman of the Commerce Committee, a position McCain held from 1997 to 2001 and again from 2003 to 2005. McCain did nothing to spur growth in the technology industry, create jobs, help create an open Internet, or ensure competition, Genachowski said.</p>

			<content:encoded><![CDATA[<p>The U.S. needs a broadband policy targeting unserved areas that&#8217;s backed by action, not just words, said several speakers at a technology forum in Denver.</p>
<p>The U.S. has gone from &#8220;leader to laggard&#8221; in broadband rollout and adoption during the past eight years under Republican President George Bush, said Senator Jay Rockefeller, a West Virginia Democrat, speaking Tuesday at a forum hosted by Silicon Flatirons, a tech law center at the University of Colorado, held in conjunction with the Democratic National Convention in Denver.</p>
<p>In early 2004, Bush called for broadband to be universally available across the U.S. by 2007, but that hasn&#8217;t happened, Rockefeller said at the technology forum, which was webcast. &#8220;Despite all the rhetoric about improving Americans&#8217; access to broadband, the Bush administration never made achieving their goal a serious matter,&#8221; he added. &#8220;Why? For starters, deploying broadband is really hard work.&#8221;</p>
<p>While several other speakers at the forum joined Rockefeller in calling for a more aggressive broadband rollout policy, others at the event questioned if the U.S. was as behind other nations in broadband adoption as some studies have suggested. Commonly quoted statistics from the Organisation for Economic Cooperation and Development, which rank the U.S. 15th among its 30 member nations in broadband adoption per capita, ignore several factors, said Michael Katz, an economics and business professor at New York University and former chief economist at the U.S. Federal Communications Commission.</p>

<p>Hazards and Disasters Researchers Meeting  The Hazards and Disasters Researchers Meeting, on July 11-12 in Boulder,  Colorado (immediately following the 32nd Annual Natural Hazards Research and  Applications Workshop), is requesting submissions of scholarly research on  all aspects of hazards and disaster research from all disciplinary  perspectives. Please submit extended abstracts for papers electronically to  HDRMeeting@gmail.com with &#8220;HDRM Abstract&#8221; in the subject line.</p>
<p>The submission should include the following information for each paper:  Author&#8217;s (and co-authors&#8217;) name, address, telephone number, and email  address. Indicate the person that will present the paper. Title of the paper. Three or more keywords that signal the topic area of the paper. An extended abstract of two pages, single-spaced, and not more than 1,000  words describing the research. Indicate whether you are willing to serve as a chairperson and/or  discussant. The deadline for abstracts is April 15, 2007, with notification of inclusion  in the program by May 1, 2007. If an earlier decision is required to arrange  travel, please indicate with the submission.</p>

<p>LIRNE<em>asia</em> and Vanguard Foundation, in collaboration with the Sri Lanka National Committee of Large Dams, have conducted an Expert Consultation as the basis for developing a concept paper on an <strong>Early Warning System for Dam Related Hazards</strong>.  Most of the Sri Lankan experts on dam management and safety were invited to this event.</p>
<p>The event was kicked off by Chandra Jayaratne, Director of the Vanguard Foundation and Rohan Samarajiva, Executive Director of LIRNE<em>asia</em> with a welcome address and <a href="http://www.lirneasia.net/wp-content/Rohan.ppt">opening remarks</a>.</p>
<p>The first presentation titled, <em><a href="http://www.lirneasia.net/wp-content/WeerakoonMay20.ppt">Nineteen years later, what lessons have been learnt from the Kantale breach (and what changes have been implemented)?</a></em> by D W R Weerakoon, Former Director General of Irrigation and Secretary, Presidential Commission on the Kantale Dam Breach.</p>
<p>It was followed by a presentation by Nimal Wickramaratne, Director, Headworks of the Mahaweli Authority documenting <em>International best practices in dam safety</em>.</p>
<p>The third presentation documented the <em><a href="http://www.lirneasia.net/wp-content/BadrMay20.ppt">Current situation of dam management in Sri Lanka</a></em>by Badra Kamaladasa, Deputy Director (Dam Safety), Department of Irrigation.</p>
<p>The fourth and the last presentation was made by Tissa Illangasekare, AMAX Distinguished Chair of Environmental Science &#038; Engineering &#038; Professor of Civil Engineering; Director, Center for Experimental Study of Subsurface Environmental Processes (CESEP) Colorado School of Mines, USA &#038; Anura Jayasumana, Professor of Electrical and Computer Engineering &#038; Computer Science, Colorado State University, USA via videoconferencing from Colorado. Their presentation explored <em><a href="http://www.lirneasia.net/wp-content/TissaAnuradams.ppt">What are some innovative technologies for hazard detection in dams?</a></em></p>
<p>Each presentation was followed by 30 minutes of discussion. The Expert Consultation ended with an open forum where dam experts discussed some of the crucial issues raised in the presentations. This session was chaired by K.S.R. De Silva, Director General of Irrigation &#038; President, Sri Lanka National Committee on Large Dams.</p>
