She will be speaking at the <em>&#8220;<span class="Apple-style-span">Changing computer services and software R&amp;D landscape&#8221; </span></em><span class="Apple-style-span">session along with</span><span class="Apple-style-span"> Martin Przewloka, Senior Vice President, SAP Research Internet Applications &amp; Services and Fabien A. P. Petitcolas, Director for Innovation, Europe, Microsoft Europe. The session will be chaired by Jean-Paul Simon of JRC-IPTS, European Commission. </span></p>
<p>The conference will bring together industry representatives, ICT R&amp;D and innovation analysts, and policy makers, coming from Europe, the USA and Asia.  Main purposes of the conference are to identify and debate trends in the changing global ICT and ICT R&amp;D landscape, debate their impact on the EU ICT industry and consequences for research and innovation location and modes and also to discuss implications for ICT R&amp;D and innovation policies in Europe.</p>

			<content:encoded><![CDATA[<p>Much of modern telecom regulation is about preventing the extension of market power for oligopolistic markets to relatively competitive markets.  One method used to do this is bundling two products, one from the former and the other from the latter.  Conventional antitrust envisaged both the products being sold for a price, or of one being given &#8220;free&#8221; with the other.  In the case of the flurry of competition-law proceedings around Microsoft, one issue was the bundling of the Explorer browser (available for free download) with the Windows operating system.  </p>
<p>Finally the consumers are being given an explicit choice at the behest of the European Commission, and they are taking it.</p>
<blockquote><p>Rivals of Microsoft’s market-leading Web browser have attracted a flurry of interest since the company, fulfilling a regulatory requirement, started making it easier for European users of its Windows operating system to switch.</p>
<p>Mozilla, whose Firefox browser is the strongest competitor to Microsoft’s Internet Explorer worldwide, said that more than 50,000 people had downloaded Firefox via a “choice screen” that has been popping up on Windows-equipped computers in Europe since the end of last month. The screen displays links to a dozen browsers, including Explorer, Firefox, Google’s Chrome, Apple’s Safari and Opera.</p>
<p>Opera Software, based in Oslo, said downloads of its browser in Belgium, France, Britain, Poland and Spain had tripled since the screen began to appear.</p>
<p>“It’s definitely being taken up, so consumers are paying attention and taking advantage of the choice being offered to them,” said Thomas Vinje, legal counsel to the European Committee for Interoperable Systems, a lobbying group based in Brussels whose members include Opera. </p></blockquote>

			<content:encoded><![CDATA[<p>Brussels, Nov 25-26 &#8211; <a href="http://ec.europa.eu/environment/civil/forum2009/index.htm" target="_blank">Third Civil Protection Forum organized by the European Commission</a>. It rains heavily, but fortunately no floods <a href="http://news.bbc.co.uk/2/hi/uk_news/northern_ireland/8377222.stm" target="_blank">as in Ireland</a>. Ideal environment to discuss disaster risks. I speak at Seminar F titled ‘Innovative Technology for Disaster Management’. I am one of the two speakers from Asia in the entire conference; the other is from Japan.</p>
<p>I am skeptic how they would take my presentation – all Asian experiences to an almost hundred percent European audience except for two gentlemen from Botswana. Developed vs. Developing world. Connected vs. Unconnected. Are the issues similar? Or is it a different scenario?</p>
<p>I am glad we find some common ground. Bridging last mile isn’t an issue as serious as in Asia, but ‘Cell Broadcasting’ generates an interest. A DRR professional from audience talks about their efforts to introduce the same in France, with some success. One gentleman from Botswana asks why not in Africa. He is also interested in SMS based solutions. I introduce the Sahana SMS module to him.</p>
<p>Other than that, the discussion focuses more on the issues technology creates, rather than ones it solves. They talk about ‘over dependence’ on technology and the problems old find using technology. “Technology is fine, but KISS” (Keep It Simple and Stupid) says one speaker.</p>
<p>One pleasant surprise was to find the Director General, Civil Protection, Netherlands highlighting the benefits of Cell Broadcasting in the closing session. I am not sure whether he attended Seminar F.</p>

IP-based interconnection has usually been achieved without explicit regulatory obligations, and has for the most part been highly effective.</p>
<p>Given the rapid evolution of the economic, technological and social environment this study of the European Union investigates whether IP interconnection is still better left unregulated.</p>

Take for example a hefty new report, commissioned by the European Commission and written by a German research organisation, that goes so far as to recommend the abolition of termination fees – on the peculiar grounds that we might as well because, one day, everything will be the Internet anyway.</p>

Under the new plans, a regional watchdog would be created and former monopolies could be forced to split up their network and services operations.</p>
<p>The planned changes are designed to offer consumers cheaper broadband services and phone calls from fixed line and mobile handsets, the Commission also argues. It claims that consumers are currently losing out because in many member countries, including Poland, Italy and Germany, the former state telecoms monopolies still dominate, particularly in the broadband market.</p>
<p>The proposals will now be debated in the European Parliament.</p>
<p>However, analysts said there is likely to be opposition to the changes with Germany and Spain seen as critics.</p>

<p>&#8220;A plan to regulate mobile phone charges for calls made abroad will shortly be published by the European Commission, despite intense opposition.</p>
<p>The industry is concerned that the proposals go too far, and even within the commission itself there are doubts.</p>
<p>At present, most users pay far more to make mobile calls when they are abroad than they do in their home country.</p>
<p>This is because service providers have to pay large fees for access to one another&#8217;s networks.&#8221;</p>
<p>Not the highest priority for regulators in emerging Asia.  However, high roaming charges are an instance of companies exploiting each other&#8217;s customers and are not defensible.</p>
<p>Possibly something that regional telecom regulatory associations such as SATRC can take up, at least as a watching brief.</p>
