<p>Dialog Telekom PLC in collaboration with its partners Dialog University of Moratuwa Mobile Communications Research Laboratory and Microimage Technologies together with the Disaster Management Centre (DMC) of Sri Lanka launched Sri Lanka’s first ever mass alert warning system; the ‘Disaster and Emergency Warning Network’ (DEWN) yesterday under the patronage of Disaster Management and Human Rights Minister, Mahinda Samarasinghe.</p>
<p>Speaking on the launch of DEWN Group Chief Executive Officer, Dialog Telekom PLC, Dr. Hans Wijayasuriya said that “There are 10 million people in this country who have access to telecommunication and mobile services. Now the mobile has become a powerful tool which could be called as a ‘Digital Empowerment Device’ and our citizens are digitally empowered into the digital network”. Dr. Wijayasuriya went onto say that now one can even provide banking and other information services via a mobile phone unit adding that the Dialog News Alert service has now reached 350,000 subscribers.</p>
<p>DEWN is a system that was being tested by the Disaster Management Centre (DMC) to alert Dialog mobile users of potential disasters via a method called ‘Cell Broadcast’. Users only need to configure area information reception settings on their Dialog mobiles to receive the alerts issued. The DMC takes the responsibility to adequately verify any emergency situation and issue alerts. A Memorandum of Understanding was signed by Dialog Telekom PLC and Disaster Management Centre to start the DEWN. In a potential disaster scenario, the DMC will first use DEWN to alert emergency personnel on their individual phones, and public alerts will be issued only when a threat is adequately verified. In addition to alerts received on the mobile phones, specially designed DEWN remote alarms will also be used to alert nominated emergency personnel. Cell Broadcast is currently available only on the Dialog GSM network and not yet available on #G mode.</p>
<p>Addressing the gathering Minister of Disaster Management and Human Rights, Mahinda Samarasinghe said that “since December 26th 2004, when we lost 38,000 lives and when the tsunami caused serious damage to the assets of our economy and development of the country, the Government has moved into make Sri Lanka a safe place”. The Minister also highlighted the importance of private sector corporate social responsibility projects that enhance and enrich the lives of people. “Disaster prevention and mitigation in this country is essential for rapid economic strategy and sustainable economic development of Sri Lanka” Minister Samarasinghe said adding that the 24 hour operating Disaster Management Centre will be the focal point when sending the alerts via Dialog network.</p>

			<content:encoded><![CDATA[<p>We assume that the failure of the Hikkaduwa tower will be examined as part of the <a href="http://www.lirneasia.net/2007/09/review-of-tsunami-warningalert/">comprehensive review</a> the Minister has called for.</p>
<p>The important thing is to think about warning as a chain with many links.  If one link breaks, the chain breaks.   The conclusions are that one must minimize the number of links and ensure that each is link is robust.  It appears from the story that a link in the Galle district failed.   Why can we not directly connect the Met Department which has been given authority to issue warnings directly to the towers using a robust technology such as WorldSpace addressable satellite radio that does not even require mains power?</p>
<p>Is not foolhardy to install more towers before the operation of the existing towers has been remedied?<br />

<blockquote><p><span id="more-1245"></span>The residents of several other surrounding villages in the area including Kahawa Akurala , Telwatta, Peraliya, Seenigama, Thotagamuwa and Dodanduwa , the business community and the owners of tourist hotels praised the Minister of Disaster Management and Human rights, Mr. Mahinda Samarasinghe for providing a disaster warning system to the area. The Korean Government funded the project costing US dollars 2000 and provided the technical expertise. Similar Early Warning Towers beaming alarm signals to an extent of 4 kilometres were installed at Kalmunai in Ampara the district and at Point Pedro in the Jaffna district.</p></blockquote>
<blockquote><p>The Minister and the disaster management experts from Sri Lanka and Korea guaranteed the smooth functioning of the disaster Warning Towers on the day of commissioning which was celebrated in a grand way. However it is a matter of serious concern that the Hikkaduwa Tsunami Early Warning Tower failed on the eventful day when the area faced a threat of a possible tsunami in the aftermath of an earthquake in the sea off the Sumatra islands.</p></blockquote>

<blockquote><p>Disaster Management Minister Mahinda Samarasinghe, called for an immediate review of the tsunami alert process that was put into operation on September 12 to learn from the experience and refine procedures the Disaster Management and Human Rights Ministry in a release said.He stated that the successful exercise could prove a platform for future improvements to the early warning process making it more effective and efficient.</p>
<p><span id="more-1244"></span>Consequent to the earthquake in Indonesia, the tsunami early warning process was activated in Sri Lanka on September 12.</p>
<p>The Minister appreciated the efforts of the officials of the Disaster Management and Huamn Rights Ministry Meteorology, Department Disaster Management Centre, Geological Survey and Mines Bureau and the NARA.</p>
<p>He also commended all Governmental and Non-Governmental agencies for their involvement in ensuring that the safety of coastal dwellers was catered to by moving them to secure locations further inland.</p>
<p>He made special mention of the role of the Police and Armed Forces and the entire national media network, especially the electronic media including several FM radio stations, in implementing the early warning process.</p>
<p>He highlighted the input of communications companies Sri Lanka telecom and Dialog GSM who also contributed immensely to this exercise.</p>
<p>The Minister called for a sharing of experiences between experts at the national and district level and service providers whose interactions would result in improved coordination and programming during a future emergency.</p></blockquote>

Of course, we would sleep better if we were shown the results of some on-the-ground simulations, rather than given bland assurances.   After all some of us remember his <a href="http://www.lirneasia.net/2006/07/sri-lanka-ready-for-any-tsunami/">statements</a> about the large number of warning towers that would be erected and operational by the second anniversary of the tsunami (and the actual outcome was . . . .One?):<br />
Another noteworthy matter is that the Minister has increased the time get the warning out within the country to 30 mts from 23 mts.   More realistic?  Perhaps he will give us a corrected, realistic figure on warning towers as well?<br />

<blockquote><p>Disaster Management Minister Mahinda Samarasinghe assured Sri Lanka was now having technology to alert coastal areas within 45 minutes of a possible tsunami triggering earthquake in the region.Addressing reporters at the Disaster Management Ministry yesterday, he said the set up was not 100 per cent perfect but the country was better prepared now than before the December 2004 tsunami.</p>
<p>“When there was this recent Sumatra quake of 7.5 points, a message from the Hawaii Tsunami Warning Centre reached my desk within 15 minutes that Sri Lanka will not be affected. Through our network we can now alert the coastal residents within 30 minutes afterwards.”</p>
<p>The Minister said they have now put in place an early warning centre which is working 24/7 but they were still in the process of perfecting the network.</p></blockquote>
