MNP is no silver bullet

One of the problems with social media is that no one reads beyond the 140 characters. I was asked about mobile number portability via Twitter. I provided the information via links in a blog post and then tweeted the post. I get the sense that no one went to the nuances. I am good at summarizing, but cannot give the true pros and cons in 140 characters.
Vignesh Illavarasan is featured as ICT Champion by the IDRC Asia Office: P. Vigneswara Ilavarasan of the Indian Institute of Technology (IIT), New Delhi has identified situations in which mobile phones lead to positive development outcomes. Since 2008, he has been involved in research on the economic and social impact of ICTs, especially mobile phones. His research interests are focused on how micro-entrepreneurs, especially women, leverage ICTs for economic growth. According to Ilavarasan, the role of ICTs in social and economic development is complex.
Abstract In spite of many policy interventions and proactive legislations by the Central Government aimed at encouraging Urban Local Bodies (ULB) to play an active role in promoting orderly growth of the Micro Enterprise Sector in India, the ground reality is that most ULBs have not accepted the new mandate. Even though the sector is important contributor to the economy, particularly towards the growth of employment, there is little focus on the wellbeing of the sector by the ULBs which are responsible for the regulation and growth of the sector. The law requires that all micro enterprises-shops, establishments, and hawkers need to register themselves with the local government. The intent of the law is that the ULBs can plan for an orderly growth of the sector as well as regulate the sector. However, it is universally accepted that there is virtually no compliance of the law.
UN ESCAP hosted a whole week of events for the Asia Pacific business community in Bangkok last week. LIRNEasia was invited to speak on how ICTs can benefit small business. I focused on micro-enterprises of the type we see in our work, exemplified by Zayed Khan, the young grocer from Sonargoan so well profiled by our qualitative research partner CKS. There was the usual tendency to extrapolate from the personal experiences of speakers to the entirety of the Asia Pacific, but hopefully LIRNEasia’s research-based presentation provided a needed counterweight.
