			<content:encoded><![CDATA[<p>This has been the week of IT and ITES (or queries related to them).  <a href="http://www.thesundayleader.lk/2011/07/10/colombo-among-the-cheapest-cities-in-the-world/">A local weekly</a> asked me about the Economist Intelligence Unit&#8217;s Worldwide Cost of Living survey, where Colombo had come in the lowest 20, but above Indian cities and Dhaka.  </p>
<blockquote><p>According to EIU, the survey is for ‘human resources line managers and expatriate executives to compare the cost of living in 140 cities in 93 countries and calculate fair compensation policies for relocating employees.’ Companies can then apply this index to an executive’s spendable income to reach a fair cost of living allowance. The purpose of a cost of living allowance is to reimburse employees for excess living costs resulting from a foreign assignment.</p>
<p>In other words, according to Chairman and CEO of LIRNEasia, Rohan Samarajiva, the purpose is for mobile professionals and companies operating in multiple locations to base an anchor and figure out what to pay its employees.</p>
<p>So what does this really mean?</p>
<p>According to Samarajiva, this has an influence on companies placing in Sri Lanka. He also said this means that the Government should take this number seriously as Mumbai, Delhi and Dhaka are cheaper than Colombo.</p>
<p>“While we are cheaper than Singapore, we are expensive compared to India and Dhaka,” he said, adding that even though Singapore is more expensive, the value for money in Singapore is higher, as well as the facilities such as reliable transport and electricity.<br />
“This suggests that we don’t even have a cost advantage,” he said. Samarajiva added that if Colombo had a cost advantage, companies would invest despite the facilities, if the living cost is low. But in this case, Dhaka has the advantage as potential competitor despite the transport issues, as it has a lower cost of living. India being cheaper that Colombo, he says, is surprising and a matter of concern.</p></blockquote>

It was organized with support from the Ford Foundation.</p>
<p>The two-and-a-half day workshop brought together experts from mobile manufacturers, research, digital technology, service providers, donors, non-profit organizations, and policymakers to brainstorm on how mobiles could be effectively used for improving social development in India.</p>

<p>LIRNEasia’s preliminary round of mobile broadband quality testing in selected locations in Western Province unveils both hopes and issues. The good news is that the quality of both key pre-paid mobile broadband services is satisfactory, in majority of locations. However, unusual quality drops in several places indicates that this performance is not always a certainty. In general, a mobile broadband user in Western Province can expect a reasonable quality unless a rare issue like the distance from a tower or a higher number of simultaneous users hinders it.</p>
<p>LIRNEasia tested the broadband quality of the popular pre-paid High Speed Packet Access (HSPA) broadband connections of the two key providers. Packages offered by the third provider were not tested only because the operator prevented pinging from outside the network. Mobile test applications newly developed and released by Zamsana PLC, were used on mobile handsets for testing. To further simulate the true conditions the tests were done on public transport.</p>
<p>We saw little reason testing mobile broadband quality from fixed locations. It should be done on the move as that is how it is used. We could have done it from a car, but purposely did it from a bus to examine how conditions beyond our control can affect the performance.</p>
<p>Testers used mobile test applications developed for Symbian and Windows CE, the two most popular mobile operating systems used in Sri Lanka. They took both stationary and on the move readings at key points along four main roads from Colombo to Kalutara, Negombo, Avissawella and Nittambuwa. Apart from the download and upload speeds, the two most common parameters the tools recorded Return Trip Time or RTT (the time taken by data packets to reach a destination server and return), Jitter (the variation in RTT), Packet Loss (what percentage of packets were lost on the way) and the availability. The actual values were compared with the promises of the operators or, if no operator specifications were available against international standards.</p>
<p>Mobile broadband quality testing is a part of LIRNEasia’s broadband Quality of Service Experience (QoSE) benchmarking work. With its partner organization‐ the Indian Institute of Technology, Madras, LIRNEasia has been testing broadband quality since the beginning of 2008. The first tests were conducted manually. Later the test methodology was standardized and a software application was developed to get more accurate results. First round of testing was done only in Colombo and Chennai, but now the scope is expanded to cover New Delhi, Dhaka, Mumbai and Bangalore.</p>
<p>A direct approach to monitor Quality of Service Experience (QoSE) would be for the regulator to reach deep into the innards of the telecom network to install monitoring equipment and take remedial actions as per the licenses or the governing statute whenever the data indicate below‐standard performance, says LIRNEasia. Dearth of financial and human resources can be a key challenge for such an approach. The second approach is based largely on user activism. Educated users are expected to voluntarily contribute their time and computing resources towards building a performance database which in turn will be used in creating the bigger picture.</p>
<p>A comprehensive methodology to benchmark Broadband Quality of Service Experience (QoSE), based on the latter approach has been developed jointly by LIRNEasia and the TeNeT Group of the Indian Institute of Technology Madras (IIT‐M). While there is no barrier for regulators to use it, the methodology is largely user centric. Instead of depending on one time pinging, this methodology uses AT‐Tester, an open source software tool to monitor all crucial QoSE broadband metrics over a longer period, on both weekends and weekdays, covering peak as well as off‐peak traffic. The traffic is also monitored within segments, ISP, local and international.</p>
<p><em><strong>(The figure above shows the average peak time download speed to an international server offered by the pre‐paid mobile broadband packages of the two key mobile broadband providers on a selected date. His presentation entitled, &#8220;<a href="http://lirneasia.net/wp-content/uploads/2010/03/Convergence_Mar2010.pdf">South Asia: Challenges of the Budget Telecom Network Model</a>&#8221; presents data on rising mobile ownership levels from the <a href="http://lirneasia.net/projects/2008-2010/bop-teleuse-3/">Teleuse@BOP3</a> study, as evidence of success of South Asia&#8217;s Budget Telecom Network Model which has allowed South Asian telcos since 2005‐06 to make excellent (if highly volatile) returns by serving “long‐tail” markets of poor people by for example, investing in the &#8220;prepaid&#8221; market (lowering transaction costs) and focusing on revenue-yielding minutes rather than ARPUs.</p>

<p>The FCC is asking broadband and smartphone users in USA to use their broadband testing tools to help the feds and consumers know what speeds are actually available, not just promised by the nations’ telecoms, reports wired.com. Starting yesterday (March 11), netizens can go to the FCC’s Broadband.gov site, enter their address and test their broadband speed using one of two testing tools.</p>
<p>Broadband connection testing isn’t new, and is freely available online, but this might mark the first time that individual tests help to lead to informed policy making, says the writer Ryan Singel.</p>
<p><strong>That is not correct Mr. Singel, as nothing is new here. LIRNEasia has been doing it for at least one and half years.</strong></p>
<p>Broadband users in Chennai, Colombo, Dhaka and New Delhi could have used our own broadband test application AT-Tester, from <a href="http://www.broadbandasia.info" target="_blank">www.broadbandasia.info</a> the same way now the US broadband users will do. They could even enter that information to our central database, which can be then analysed.</p>
<p>That’s not all. Just read the following para from the same report. Don’t you find anything familiar?</p>
<p style="padding-left: 30px;"><em>Crowdsourcing this data is a brilliant move, given that telecoms have long fought against telling federal regulators what areas they cover and at what speed, arguing that information will be used by competitors to poach their customers. The data can also be used as a way to prevent telecoms from over-promising and under-delivering on upload and download speeds. If you listen closely you might actually hear the telecom companies hitting the backspace key to revise the speed numbers on their promotional fliers.</em></p>

			<content:encoded><![CDATA[<p>We now have evidence to support the claim that those at the “Bottom of the Pyramid” (and therefore, the majority of people in the developing world) are likely to enter the world of knowledge and convenience promised by the Internet through the path opened by the rapidly increasing capabilities of mobile networks and user devices.</p>
<p>Mobile 2.0 describes the use of mobiles for “more‐than‐voice”. Mobiles are increasingly becoming payment devices which can also send/process/receive voice, text and images; it is envisaged that in the next few years, they will also be fully capable of information‐retrieval and publishing functions, normally associated with the Internet.</p>
<p>Mobile 2.0@BOP has been researched from two aspects: vertical and horizontal issues. Horizontal issues are the basic competitive and regulatory conditions that affect the emergence of Mobile 2.0@BOP. The vertical components explore how particular aspects such as micro‐payments and remittances, agriculture applications, voting applications, e‐government services, disaster warning, etc are taking shape and form.</p>

Her presentation was made during the Early Warning and Disaster Communications session on Friday, 6 November. 			<content:encoded><![CDATA[<p>LIRNEasia responded to <a href="http://www.btrc.gov.bd" target="_blank">Bangladesh Telecommunication Regulatory Commission’s (BTRC)</a> Consultation Paper <a href="http://www.btrc.gov.bd/newsandevents/consultation_paper_on_qos_for_broadband_internet_services.php" target="_blank">‘Standardization of Quality of Service Parameters for Broadband Internet Services’ </a>based on the broadband research and testing done in Dhaka, New Delhi, Chennai and Colombo.</p>
<p>We said (a) broadband is above 256 kbps, not 128 kbps; (b) minimum bandwidth requirements should be valid beyond the ISP domain; (c) operators should maintain predetermined contention ratios; (d) bandwidth ultilisation should be above 75% on average; (e) latency &lt; 85 ms for local and &lt;300 ms for international and (f) user surveys are important but should be supplemented by user testing which gives a more objective measure. LIRNEasia also offered assistance if BTRC plans user testing.</p>

			<content:encoded><![CDATA[<p>In the third round, LIRNEasia has extended the testing to one more location. With that we have tested two packages in New Delhi (MTNL and AirTel), two in Chennai (BSNL and AirTel), five in Colombo (SLT ADSL, Dialog WiMax, Dialog 3G, Dialog 3G Unlimited and Mobitel Zoom 890) and two in Dhaka (SKYbd and Sirius). A strenuous task for five teams, no doubt, who took readings at different times staring from 8 am and went up to 11.00 pm (some had to spend nights at offices) but results are worth the effort.</p>
<p><strong>What did we learn?</strong></p>
<ol>
<li>Broadband users in Colombo should not complain. They do have excellent choices. In terms of actual speed they are better off than counterparts in Dhaka, Chennai and New Delhi. Hold on, there is a hitch. They rarely get what is being promised; operators seem to over promise and under deliver.</li>
<li>Indian operators, as seen from test results from Chennai and New Delhi, while not promising sun and moon, deliver what they do and sometimes even more. That is what we call ‘Ethical Advertising’. Indian Telecom Regulator’s intervention can hardly be overlooked. In January 2008 Telecom Regulatory Authority of India (TRAI) directed the operators to specify the minimum speeds and to keep that promise. Looks like it is working.</li>
<li>Dhaka: Prices seems to have dropped but so does the quality. So after all it is not such great news.</li>
</ol>

			<content:encoded><![CDATA[<p>Recessions are not bad for everybody. Proverbial silver line in the cloud, they bring hope to some. Success of the India BPO industry can partially be attributed to the post 9/11 recession. Tighter the economy, cheaper the solutions business looks for.</p>
<p>How far onshore rural BPOs cater to the needs of their clients? It might not exactly be toy manufacturing outsourced to rural China, but close. The connectivity issues still exist, and capacity building too remains a challenge. The good news is in spite of all that things do happen.</p>

<p>Isura Seneviratne, 22, runs OnTime Technologies at Mahavilachchiya – the first rural BPO in Sri Lanka, born as a joint effort of Horizon Lanka Academy and FARO (Foundation for Advancing Rural Opportunities). Isuru and its first manager Nirosh did the business plan. Trained in Laos and India for BPO work, Isuru knows the nuts and bolts of the game. The operation is still lean, only 8 seats against 25 – the expect target within the first year of operation. Cannot blame because the business had to face the hard challenge of not only building capacity but also pulling legs by different parties. Fortunately the internal politics is now over with the bold step by Lovina Charles, a key donor of the Horizon project at Mahavilachchiya expressing her full backing for the BPO.</p>
<p>At OnTime technologies an operator earns Rs. 8,000 (USD 72) minimum per month, while the highflyers take something like Rs. 13,000 (USD 120) home. Assuming a reasonable PPP ratio this is equivalent to earning USD 240 – 300 in Colombo.</p>

<p>OnTime Technologies offer data entry, data verification, data Indexing, scanning, web designing and graphic designing services. Isuru is proud to mention his clients, John Keells Holdings and Dialog Telekom, two conglomerates. His next goal is a project too ambitious. From Mahavilachchiya Isuru and his team is going to handle the daily issues for a hotel network.</p>
<p>Isuru is not alone in the game.</p>
<p>Jayantha Wickramaratne of Panamura Nenasala, Embilipitita (a telecenter setup under the World Bank funded e-Sri Lanka program) provides e-commerce services using the e-Bay model through the site http://www.ecseva.lk. Advertisements placed by service providers are made available to the large base of site’s users. Anyone who has a job too can place an advertisement which will be then offered to a bidder through a competitive bidding process.</p>
<p>Selvaratnam Sri Kanthan of Koslanda Nenasala too runs a rural BPO service for local and international clients. Partnered with NLingua Services of New Delhi, a voice transcription and translation service, his Nanasala employs Koslanda residents to translate and transcribe audio files from Tamil or Sinhala into English, or vice versa. Web Design is another service he offers.</p>
<p>This does not mean everything runs perfectly. There are so many issues to be addressed. (For example Isuru can do a better job with a link of higher capacity than his present 256 kbps one) Still these courageous and innovative young men and women bring us hope &#8211; in difficult times.</p>

<p>&#8220;We will roll out the services next month as all formalities are done and issues relating to inter-connectivity have been sorted out,&#8221; Bharti Enterprises vice-chairman and managing director Rajan Mittal told reporters in New Delhi.</p>
<p>The telecom giant had been facing problems of inter-connection, with local carriers not willing to give inter-connections to the company.</p>
