Few weeks back, I was in Davos, with Peter Anderson and Natasha Udu-gama. Nuwan Waidyanatha, the man who carried the HazInfo Last Mile Project on his broad shoulders was there in spirit too. We were there to tell the world about the project and learn about how early warning fits into the big picture of disaster risk reduction.

And we did. Strangely enough, I learned more from one off-print lying on a table than the entire whole conference on the subject that brought me to Davos. The second author happens to be a friend of mine teaching at the Asian Institute of Technology in Bangkok, but that was not why.

A world free from 9/11s and tsunamis?

Exactly seven years from yesterday (still today to some), early in the morning on September 11, 2001, nineteen hijackers took control of four commercial airliners en route to San Francisco and Los Angeles from Boston, Newark, and Washington, D.C. The hijackers flew two of the airliners, American Airlines Flight 11 and United Airlines Flight 175, into the North and South Towers of the World Trade Center. Another group of hijackers flew American Airlines Flight 77 into the Pentagon. A fourth flight, United Airlines Flight 93, whose ultimate target was either the United States Capitol or White House, crashed near Shanksville, Pennsylvania. The rest, as we say, is history.

What 9/11 was to the West, ‘the’ tsunami was to the South. Caught unaware, more than 225,000 lives…

LIRNEasia/WorldSpace to present HazInfo results at WPMC 10th International Symposium

The HazInfo paper titled “Last-Mile Hazard Warning in Sri Lanka: Performance of WorldSpace Satellite Radios for Emergency Alerts”, coauthored by Srinivasan Rangarajan, PhD (Senior Vice President Engineering, WorldSpace), Peter Anderson (Associate Professor, Simon Fraser University), Gordon Gow, PhD (Assistant Professor, University of Alberta), and Nuwan Waidyanatha (Project Manager, LIRNEasia) was accepted for oral/poster presentation at the Wireless Personal Multimedia Communications (WPMC) at The Birla Science and Technology Center in the heart of Jaipur, India, December 03 – 06, 2007.

LIRNEasia and Ministry of Disaster Management visit disaster-resilient Sarvodaya village

The Secretary of the Ministry of Disaster Management and Human Rights, Mr P. D. Amarasinghe joined LIRNEasia on a visit to Mirissa South, one of the best performing villages in the HazInfo Last-Mile project on 11 September 2007. The visit was organized by the Sarvodaya Community Based Disaster Management Center. The Matara District Sarvodaya Office and the Mirissa Sarvodaya Society hosted us. The objective of the visit was to express appreciation of the excellent performance of the village during the live tests and to try to understand the causes of the excellent organizational strengths of the village. HazInfo Paper Accepted for the 1st WRECOM Conference in Rome, Italy

Paper titled “Community-based Hazard Warnings in Rural Sri Lanka: Performance of a Last-Mile Message Relay”, authors – Gordon Gow (Associate Professor, Faculty of Extensions, University of Alberta, Canada), Peter Anderson (Associate Professor, Department of Telematics, Simon Fraser University, Canada), and Nuwan Waidyanatha (Project Manager, Last-Mile Hazard Warning Systems, LIRNEasia, Sri Lanka), will be presented at the 1^st Wireless Rural Emergency Communication Conference. The WRECOM 2007 Conference is jointly organized by the University of Rome “Tor Vergata”, the IEEE Communications Society and the Vehicular Technology/Communications Society joint Chapter Italy Section. The conference will take place in Rome, October 1-2, 2007.

Universities are wonderful places, in some respects. Every few years (originally 6, but now there are variations) they give the people who teach in them a few months or a year to think and write. They usually go to other universities (the idea being that the company of people who think well is a good thing for one who wishes to think and write). The original purpose of the visit was to participate in a super session on Strategies for implementing universal access. The session was well attended and useful.

My presentation was Expanding Access to ICTs (Powerpoint)

Along with Bill Melodys forceful comments it clearly established the importance of market and regulatory reforms, a position that may otherwise have been deemphasized as a result of the Chairs interest in subsidies.

The visit was also used to pursue the disaster warning-communication issues that have come to the fore in the aftermath of the Indian Ocean tsunami of 2004. Expert Forum: National All Hazard Disaster Warning System

The Vanguard Foundation and LIRNEasia held an Expert Consultation, on January 26th 2005 (Crystal Room, Taj Hotel, Colombo Sri Lanka) to obtain views and ideas on a national all-hazards warning system for Sri Lanka.

Four presentations were made, providing a broad framework for discussion with participants, to provide input for a concept paper that Vanguard Foundation and LIRNEasia will produce, with recommendations for such a system. This draft concept paper will be available on the web for public comment in the first week of February.
