Big data is sexy these days but still it’s a big deal to get coverage in the New York Times for research conducted in Rwanda. Josh’s work is complex and involves training data sets and also the use of multiple kinds of data. He and his colleagues relied on anonymized data on billions of interactions, including details about when calls were made and received and the length of the calls. The researchers also looked at when text messages were sent, and which cellphone towers the texts and calls were routed through in order to get a rough idea of geographic location. “So it’s the who, where and when of the call, but not the what or the why,” Dr.
The review is that of an Internet Society report by Michael Kende and Karen Rose, based on evidence from Rwanda. The objective of this study is to understand the impact of content hosting decisions (within the country vs. overseas), as well as to develop a practical guide on creating an attractive enabling environment for hosting content locally. The paper defines and discusses the difference of locally relevant content and locally hosted content in Rwanda. Locally relevant content has proved to be aa factor that increases the overall use of the Internet in many economies studied by the Internet Society.
What LIRNEasia tries to do with its teleuse@BOP research is to understand how and why people use ICTs at the bottom of the pyramid. We do this from the demand side. That has its advantages, but disadvantages too, such as cost, shortcomings in memory, etc. Therefore, we were thrilled to see someone else engaged in the same project, but from a different angle. Nathan Eagle, a research fellow at the Santa Fe Institute in New Mexico, believes that mobile phones offer more than a way to communicate.
Good news for the many outside and inside government who struggled to get this done, including our colleagues from Research ICT Africa. The necessary condition for cheap connectivity is about to the fulfilled. Last week, in the Kenyan port of Mombasa, a regional communications revolution belatedly got under way when Kenya’s president, Mwai Kibaki, plugged in the first of three fibre-optic submarine cables due to make landfall in Kenya in the next few months. They should speed up the connection of Burundi, Rwanda, Tanzania and Uganda, as well as bits of Somalia, Ethiopia and Sudan, to the online world. Of course, as the West African cable showed abundantly, and then the landing of SEA-ME-WE 4 in Cox’s Bazar in Bangladesh did, the cable by itself does not make things better.
Missed calling (also referred to as beeping, flashing and many other names) has been most talked about in Africa; Johnathan Donner has been talking and writing about it for some time now; his research provides interesting insights into what he calls the ‘rules’ of beeping. A recent Reuters article looks at the growing phenomenon in not only Africa but other regions too. LIRNEasia’s Teleuse@BOP survey findings also show that the phenomenon is considerably common among bottom of the pyramid (defined here as Socioeconomic Classification groups D & E) phone users in India, Pakistan, the Philippines, Sri Lanka and Thailand. But what’s more interesting, is that the phenomenon was seen as being used more or less to the same extent in the ‘middle and top of the pyramid’ (defined in the study as Socioeconomic Classification groups A, B & C). This held true for phone owners in all five countries studied – Pakistan, India (with some of the lowest per minute call rates in the world), Sri Lanka, Philippines and even Thailand (the country with the highest per capita GDP among the set of countries studied).
How the technical, political and business realities in Africa hinder technological development and connectivity there. In many countries, communications networks were destroyed during years of civil conflict, and continuing political instability deters governments or companies from investing in new systems.
