Findings from LIRNEasia’s latest round of broadband quality of service experience (QoSE) testing has been published in Chennai’s Financial Chronicle and The Indian Express, two leading print newspapers in India. Read the two of the articles here and here. There is disparity in the advertised broadband speed and the actual speed, according to the findings of a research project jointly carried out by Learning Initiative on Reforms for Network Economies Asia (LIRNEasia), TeNeT Group of the IIT Madras. This is no news, but we now have evidence. Overall, North American broadband users are certainly luckier than their South Asia counterparts. (Please note exceptions!) All four North American broadband packages tested for the Oct 2009 release performed better than any of the nine South Asian ones for value for money in accessing an international server. In other words, the USA and Canadian users pay less for the same amount of bandwidth even ignoring PPP.

No more blackouts?

This comprehensive report on smart grid developments seems most pertinent as Sri Lanka recovers from another nationwide blackout caused by the inability of the state owned monopolist to manage its grid (and to restore power despite repeated attempts). Of course, smart grids are not simply about reducing blackouts; they can reduce the massive waste caused by T&D losses and also introduce time-sensitive pricing to reduce peak-load demand. LIRNEasia has its eye on the intersection of energy and ICT as future area of work. WHAT was the greatest engineering achievement of the 20th century? The motor car, perhaps, or the computer?

Android gains traction

Handsets using the open platform Android will soon be available from Verizon, according to NYT, leaving AT&T as the only US carrier not offering Android phones. A year after Google introduced its Android operating system on T-Mobile, the smallest of the major wireless carriers in the United States, it announced a deal to offer handsets with Verizon Wireless, the nation’s largest carrier. The carrier said Tuesday it expects to introduce two Android phones this year. It didn’t name the manufacturers, but one is expected to be made by Motorola. In addition, Verizon and Google said they would work together along with manufacturers to design handsets specifically for Verizon’s network.

WiMAX still in the game in the US?

Many were counting WiMAX out, but it appears that it has one last chance with the Sprint experiment. Through Clearwire, an affiliated company in which Sprint owns a 51 percent stake, Sprint is now offering the faster data service on laptops in Baltimore, Portland, Ore., and other cities for a total population of eight million people. By the end of the year, the service will be in 25 markets, including Chicago, Philadelphia and Dallas. A year after that, it hopes to reach about a third of the country’s population, including New York and San Francisco.
LIRNEasia has from the beginning seen the value of looking at all infrastructures, and indeed looking at their inter-relationships. Given their places on the adoption curves, we do not believe that electronics can consume 15% of electricity at the BOP in emerging countries, but given the long gestation times of energy projects and reforms, it appears opportune to start thinking about this issue now, rather than later. The proliferation of personal computers, iPods, cellphones, game consoles and all the rest amounts to the fastest-growing source of power demand in the world. Americans now have about 25 consumer electronic products in every household, compared with just three in 1980. Worldwide, consumer electronics now represent 15 percent of household power demand, and that is expected to triple over the next two decades, according to the International Energy Agency, making it more difficult to tackle the greenhouse gas emissions responsible for global warming.

A search is on for the right metaphor. What is the new role for government — a platform? a vending machine, into which we put money to extract services? a facilitator? And what, indeed, is the new role for us — the ones we’ve been waiting for?
Rohan Samarajiva, LIRNEasia Chair and CEO, made the lead presentation on access to ICTs at an OECD/infoDev Workshop on the Internet Economy yesterday in Paris. The workshop, “Policy coherence in the application of information and communication technologies for development,” is currently underway. In his presentation, Dr Samarajiva described the new “Budget Telecom Network Model” developed in South Asia that is enabling mobile operators to serve low-income customers who yield very low ARPUs [Average Revenues per User] and discuss its extension to enable broadband use.  Bangladesh, India, Pakistan and Sri Lanka have offered the lowest total costs of mobile ownership since 2005-06 while still yielding adequate, though somewhat volatile, returns to ensure continued investment in network extension and new services.  LIRNEasia research shows that this has been made possible by business process innovations to reduce operating expenses, and the minimizing of transaction costs made possible by widespread prepaid use.

LIRNEasia responded to Bangladesh Telecommunication Regulatory Commission’s (BTRC) Consultation Paper ‘Standardization of Quality of Service Parameters for Broadband Internet Services’ based on the broadband research and testing done in Dhaka, New Delhi, Chennai and Colombo. We said (a) broadband is above 256 kbps, not 128 kbps; (b) minimum bandwidth requirements should be valid beyond the ISP domain; (c) operators should maintain predetermined contention ratios; (d) bandwidth ultilisation should be above 75% on average; (e) latency < 85 ms for local and <300 ms for international and (f) user surveys are important but should be supplemented by user testing which gives a more objective measure. Few days back we heard that flat rate was the way forward. Here is the riposte, in words from experts (including LIRNEasia) and in new offerings from Reliance. Let the debate continue. The experts see business sense around sachet pricing, especially for a low income group subscriber in the villages of India, who is mostly a prepaid user and does not have a big budget to spend. They say sachet pricing can yield results not only for Inetrnet penetration, but other services other than voice.

Mobile TV ‘very slow’ to take off

Location-based tweets

Location-based services are likely to be the next big thing in telecom. Twitter is getting its ducks in a row according to NYT. There are a bunch of possible uses for location-aware tweets. With this new feature, Twitter users — many of whom use the service from their phones while on the move — could choose to view all the tweets written by people in their city, neighborhood or building, for example. In a post on the company blog, Biz Stone, a Twitter founder, suggested that the feature would be particularly useful for people following an event like a concert or an earthquake.
In our work, we refer to both the OECD and ITU definitions of broadband. They are quite different, indicating this is not settled science. Now the FCC has entered the fray, asking for comments on interpreting broadband. This is what one online commentator says: Nicely put, but defining and, even more, “interpreting” broadband may be a tough call. The FCC’s Notice certainly doesn’t make it easy.
What LIRNEasia tries to do with its teleuse@BOP research is to understand how and why people use ICTs at the bottom of the pyramid. We do this from the demand side. That has its advantages, but disadvantages too, such as cost, shortcomings in memory, etc. Therefore, we were thrilled to see someone else engaged in the same project, but from a different angle. Nathan Eagle, a research fellow at the Santa Fe Institute in New Mexico, believes that mobile phones offer more than a way to communicate.
