<p>Two publications, with chapters by LIRNEasia researcher Chanuka Wattegama, were launched during the GK3, third global Knowledge conferences held in Kuala Lumpur in December, 2007.</p>
<p>The biennial <a target="_blank" href="http://www.digital-review.org">Digital Review of Asia Pacific </a>is a comprehensive guide to the state-of-practice and trends in information and communication technologies for development (ICT4D) in Asia Pacific. The third edition (2007/2008) covers 31 countries and economies, including North Korea for the first time. Each country chapter presents key ICT policies, applications and initiatives for national development. In addition, five thematic chapters provide a synthesis of some of the key issues in ICT4D in the region, including mobile and wireless technologies, risk communication, intellectual property regimes and localization.</p>
<p><a target="_blank" href="http://www.tveap.org/news/0712com.html">Communicating Disasters: An Asia Pacific Resource Book</a>,  co-published by TVE Asia Pacific and the UNDP, brings together 21 authors – most of them from Asia – who share their experiences and insights on effective communication before, during and after disasters. Coming out in time for the third anniversary of the Indian Ocean tsunami of December 2004, it takes stock of communication lessons of the mega-disaster. Its core message: adequate planning can help avoid communications disasters when communicating about disasters. Edited by two leading Asian journalists &#8211; Nalaka Gunawardene and Frederick Noronha &#8211; the book carries a foreword by Sir Arthur C Clarke.</p>

<p><em>Abstract:</em> Wireless technologies play an enormously important role in extending access to voice and data communications by hitherto excluded groups in society, especially in the world&#8217;s most populated region and now the largest mobile market, the Asia-Pacific. The present rates of growth and levels of connectivity could not have been achieved without wireless in the access networks, for mobile as well as for fixed, and in the backbone networks. But the solution is not simply wireless; it is wireless combined with new investment; it is wireless combined with other inputs and systems. Participation in the supply of services to meet pent up demand must be enabled by the removal of barriers to entry to hitherto monopolized markets. More than half the Asia-Pacific countries now allow some form of market entry in basic services (higher in mobile). However, even where entry is allowed, conditions are not optimal for investment. For innovations using wireless, the creation of a better telecom regulatory environment constituted by better policies, regulation, and implementation with regard to market entry, management of scarce resources, interconnection and access, and the enforcement of regulatory and competition rules is essential. In sum, wireless matters, but only when policy and regulatory preconditions allow it to matter.</p>

			<content:encoded><![CDATA[<p>The low-cost and quick deployment time of wireless technologies give them the potential to connect communities and regions that are currently disconnected. However, governments in many developing countries have not unlicensed the use of spectrum that is necessary to deploy wireless networks like Wi-Fi. In many countries, transmission of data using unlicensed spectrum over public areas is prohibited, which makes connecting villages, for example, impossible. In some countries like the United States, telephone companies are actively lobbying against unlicensed use of the spectrum. These were some of the key issues that came up at the Air Jaldi <a href="http://summit.airjaldi.com/">wireless infrastructure summit</a> held in Dharmasala.</p>
<p>Vic Hayes, Senior Research Fellow at the Delft University of Technology, one of the nodes in the LIRNE network, attended the Summit and also made a <a href="http://resources.airjaldi.com/?page_id=5">keynote presentation</a>. Vic Hayes is considered to be the <a href="http://www.businessweek.com/technology/content/apr2003/tc2003041_5423_tc107.htm">father of Wi-Fi</a> having chaired the IEEE WLAN working group that developed the Wi-Fi standard. <p>&#8230;today almost all broadband connections in the world are fixed links provided either by telcos or cable companies. But in the next couple of years a handful of promising new wireless technologies, the best known of which is WiMax, will start to blanket large regions with broadband access over the airwaves.</p>
<p>This will be a huge boon to consumers, who will be able to bypass the broadband duopoly of cable and telecoms companies. It will also help the VOIP specialists by combining the benefits of VOIP with the convenience of wireless mobility (at least within regions with wireless broadband coverage). Vonage and others are already working with equipment vendors to make portable handsets based on short-range Wi-Fi technology, for use within homes and offices. These should be available next year. WiMax handsets could follow in 2006. If he can keep his lead until WiMax arrives, says Mr Citron, he could leave his cable and telco rivals in the dust.</p>
<p>Who will be the biggest losers? Not the fixed-line telcos, even though their revenues may fall by 25% by 2010 due to VOIP, according to Mr Mewawalla. The mobile operators are likely to be the big losers, with their revenues plunging by 80%. Together, VOIP and wireless broadband could fatally undermine their costly third-generation (3G) networks.</p>
<p>In short, VOIP upends the entire telecoms landscape. As consumers flock to make cheap calls over the internet, a whole industry must find ways to turn VOIP from a threat into an opportunity.</p>
