How do we measure the efficacy of our work? Some evidence from India

In the academic world, they count publications to measure effort. Then they count citations to measure effectiveness.

There is no habit of citing research in government. But we got lucky.

The Telecom Regulatory Authority of India (TRAI) had commissioned the National Council for Applied Economic Research (NCAER) to work up a Decadel Report. And they cited our work.

They anchored quite a bit of their analysis on the Budget Telecom Network business model and cited the OECD report that I wrote it up in. They cited Harsha de Silva’s and Aileen Aguero’s work on expenditure on telephony at the BOP. They cited our broadband quality of service experience work. Sector performance reviews; work on assessing regulation by Payal Malik and Lorraine Salazar from 2007.

They made us happy.
