Payal is a Reader in Economics at Delhi University. She received her Master of Philosophy (M.Phil.), and MA in Economics from the Delhi School of Economics. Her Bachelor of Arts (Economics and Mathematics) is from Lady Shriram College, University of Delhi, Delhi. She also has a Master of Business Administration from the University of Cincinnati, Cincinnati, Ohio.

Her research and consulting interests have focused on the infrastructure sector, where she has undertaken extensive policy based research on the issues of market structure and regulatory design for sectors like power, telecommunication and water. For the last eight years she has worked as a consultant with the National Council of Applied Economic Research (NCAER) where she has been a team leader on several projects sponsored by the Telecom Regulatory Authority of India (TRAI) and was member of the team that drafted the Electricity Act, 2003 for the Ministry of Power, Government of India. She is also a lead researcher on a sub project: Regulation in telecom markets for the EU-India Economic Cross Cultural Programme project titled: Efficiency, Equity and Access in Indian Infrastructure: Blending Competition and Regulation. In this capacity she is partnering with IDEI, University of Toulouse, France.

At LIRNEasia, she leads the multi-component India country study on ICT Performance Indicators, Reform and Regulation. She also leads a sub-component of LIRNEasia’s Mobile 2.0 research project on the issuance of licenses for service provision and frequencies. She has been associated with LIRNEasia since its inception in 2004. She is one of the lead researchers on a LIRNEasia project that attempts to assess the effectiveness of the Universal Service Instruments of the Indian telecom Sector.

She has written both for professional journals as well as for the economic press. She has made presentations at various domestic and international forums and lectured the Indian Economic Service trainees at the Institute of Economic Growth.
