Sabina Fernando, PhD, is an ICT and internet governance specialist with over 25 years of experience in the telecommunications, information and communications industry, including within the Australian Government communications portfolio and the Asia Pacific region.
Working across government, academia, and research sectors in several countries (Australia, Sri Lanka, and Geneva), she has extensive experience in policy development, advocacy, and implementation, including through legislative frameworks. A lead negotiator in treaty and UN discussions on ICTs and internet governance, she has represented the Australian Government and the Asia Pacific region in several related fora, including the International Telecommunication Union. As an academic and researcher, she has taught law, researched, and published on various issues (e.g., human rights, the environment, telecommunications, and digital economy policy), and has contributed to the establishment of research and capacity-building organisations in South Asia (LIRNEasia (2004) and CPRsouth (2006)).
Sabina holds a PhD in Law and an LLM (Hons) degree from the University of Sydney, Australia. She graduated with an LLB (Hons) degree from the London School of Economics and Political Science (UK) and is a Barrister of the Inner Temple, UK.
