Sabina Fernando, PhD, is an ICT and internet governance specialist with over 25 years of experience in the telecommunications, information and communications industry, including within the Australian Government communications portfolio and the Asia Pacific region. Working across government, academia, and research sectors in several countries (Australia, Sri Lanka, and Geneva), she has extensive experience in policy development, advocacy, and implementation, including through legislative frameworks. A lead negotiator in treaty and UN discussions on ICTs and internet governance, she has represented the Australian Government and the Asia Pacific region in several related fora, including the International Telecommunication Union. Ms. Vishaka Nanayakkara is a Senior Lecturer at University of Moratuwa. Prior to that she acted as, the Head of School of Information Technology & Electrical Engineering at the Northshore College of Business & Technology, Sri Lanka.  She is also the Coordinator on introducing ICT for BA degrees on behalf of the Ministry of Higher Education, Sri Lanka. She has over fifteen years experience of teaching undergraduate students in the fields of Computer, Electrical and Electronic Engineering in various IT related subjects.
Mervyn de Silva, BSc, ACMA, FCA, PGDip, is a Consultant on Renewable Energy Development. He has previous held the post of Chief Financial Officer, Sierra Cables PLC, Director of Talawakelle Tea Estates PLC and Managing Director of Hayleys Industrial Solutions Ltd. Mervyn holds a Bachelor’s degree in Physical Science from the University of Ceylon, Peradeniya. He is a member of the Institute of Chartered Accountants of Sri Lanka (ICASL) and the Chartered Institute of Management Accountants (CIMA), and holds a postgraduate diploma In Business Management from the Postgraduate Institute of Management (PIM), Sri Jayawardenapura University
Lakshaman Bandaranayake, a media entrepreneur, is the Co-Founder and Chair of Vanguard Management Services (Pvt) Limited. Lakshaman is also the Publisher of LBO, LBR and Vimasuma; multi platform media properties focused on business, economy and policy. He regularly hosts LBR LBO CEO Forum, a thought leadership event series. Lakshaman has mentored a new generation of professionals in media marketing and management, television production and financial journalism. Prior to founding Vanguard, Lakshaman had held senior positions at leading local companies and Multinationals including LMRB (Member of WPP), Unilever Sri Lanka, Shaw Wallace, Gamma Pharmaceuticals and LOWE LDB (a member of IPG).

Rohan Samarajiva, PhD

Rohan Samarajiva, PhD, is founding Chair of LIRNEasia, an ICT and infrastructure policy and regulation think tank active across emerging Asia. He was CEO for eight years from its inception in 2004. His last co-authored book (2013) was Information lives of the poor: Fighting poverty with technology, published in Burmese, English, French and Spanish. He serves as Chair of Sarvodaya Fusion, the ICT arm of Sri Lanka’s largest community based organization, and advises Advocata Institute, a Sri Lankan economic policy think tank.    He was Chair of the ICT Agency, the apex body for information and communication technology within the government of Sri Lanka in 2018-19, having been one of its founding directors in 2003-05.
