Sabina Fernando, PhD has over 25 years experience working in the telecommunications, information and communication industry. This includes ten years in the Australian Government communication portfolio where she worked on issues that have contributed to the competitive growth of Australia’s telecom markets.
She has extensive experience in policy and program development and implementation including through legislation, the drafting of regulatory frameworks, programs and consultancy arrangements. More specifically, this has included the development and implementation of policy on issues relating to Australia’s broadband policy and the National Broadband Network, Cybersecurity, international telecommunication issues, Internet governance, postal policy, E-Health and E-governance, satellite and radiocommunication issues. Other areas of expertise include international treaty negotiations on international telecommunications policy and program management of capacity building projects in the Asia Pacific region.
Fernando holds a PhD in Law (2003/4) and an LLM (Hons) (1993/4) from the University of Sydney, Australia. She graduated with an LLB degree (1991) from the London School of Economics and Political Science (UK) and is a Barrister of the Inner Temple UK since 1995.
