Helani Galpaya leads research related to ICT and telecom sector indicators at LIRNEasia.  Some components of this area of research is the annual Telecom Regulatory Environment survey,  the bi-annual mobile and broadband price indicators,  as well as the collaboration with the National Regulatory Agencies (NRAs), National Statistical Organizations (NSOs) and operators in the SAARC and ASEAN regions to develop, collect and report comparable ICT and Telecom sector indicators.

She is involved in researching various policy aspects of using mobile phones for more-than voice services, under LIRNEasia’s Mobile 2.0 study.  She has conducted research on the ablity of ICTs to increase product traceability in agricultural markets.

She conducts research and writes on e-Governance. She is involved in capacity building activities for regulators in the region, conducting a number of training workshops and particpating in teaching activities.

Before joining LIRNEasia, Helani worked at ICTA, the apex ICT policy-making body in Sri Lanka, where among other things, she implemented the Government Information Center.

Prior to that, in the USA, she worked in the field of strategy consulting and financial services.

She has an MS in Technology and Policy from the Massachusetts Institute of Technology, USA.
