Efforts to reform Sri Lanka’s electricity industry have been ongoing since the late 1990s, but little progress has been made. In the aftermath of the economic crisis, the removal of distortions affecting the industry and the creation of conditions for economic growth were seen as necessitating significant reform. There is general agreement that reform is necessary, though not on the nature of the reform. The reform agenda has advanced with the enactment of the Sri Lanka Electricity Act, No. 36 of 2024, and its subsequent amendment, which introduces a two-stage unbundling pathway.
This report takes the changes made by the Sri Lanka Electricity (Amendment) Act, No. 14 of 2025, as the starting point. Based on an adapted mediation technique, it identifies practical actions that will reduce uncertainty, manage transition risks, maintain reform momentum, and address the overall objectives of an electricity industry that will alleviate present dysfunctions and enable economic growth. It is hoped that the proposed actions will help reduce the friction affecting the process.

ශ්රී ලංකාවේ විදුලිබල කර්මාන්තය ප්රතිසංස්කරණය කිරීමේ උත්සාහයන් 1990 දශකයේ අගභාගයේ සිට ක්රියාත්මක විය. එහෙත්, ඒ සම්බන්ධයෙන් අත්කරගෙන ඇත්තේ ඉතා අඩු ප්රගතියකි. ආර්ථික අර්බුදයෙන් පසුව, කර්මාන්තයට බලපාන විකෘතිතා ඉවත් කිරීම සහ ආර්ථික වර්ධනය සඳහා අවශ්ය පසුබිම නිර්මාණය කිරීම උදෙසා පුළුල් ප්රතිසංස්කරණයක් අත්යවශ්ය බව පෙනී ගියේය. ප්රතිසංස්කරණවල අත්යවශ්ය බව පිළිබඳ පොදු එකඟතාවක් පැවතියද, එම ප්රතිසංස්කරණවල ස්වභාවය පිළිබඳව එකඟතාවක් නොමැත. 2024 අංක 36 දරන ශ්රී ලංකා විදුලිබල පනත ක්රියාත්මක කිරීමත්, අදියර දෙකකින් යුත් වෙන් කිරීමේ (unbundling) ක්රියාවලියක් හඳුන්වා දෙමින් ඊට පසුව සිදු කළ සංශෝධනයත් සමඟ ප්රතිසංස්කරණ වැඩපිළිවෙළ ඉදිරියට ගොස් ඇත.
මෙම වාර්තාව 2025 අංක 14 දරන ශ්රී ලංකා විදුලිබල (සංශෝධන) පනත මගින් සිදු කරන ලද වෙනස්කම් ආරම්භක ලක්ෂ්යය ලෙස සලකයි. අනුවර්තනය කරන ලද මැදිහත්වීමේ ක්රමවේදයක් මත පදනම්ව, අවිනිශ්චිතතාව අවම කිරීම, සංක්රාන්ති අවදානම් කළමනාකරණය කිරීම, ප්රතිසංස්කරණ ක්රියාවලියේ වේගය පවත්වා ගැනීම සහ වර්තමාන අක්රියතා මගහරවා ගනිමින් ආර්ථික වර්ධනයට අවස්ථාව ලබාදෙන විදුලිබල කර්මාන්තයක් බිහි කිරීම යන සමස්ත අරමුණු ඉටු කර ගැනීම සඳහා ඉවහල් වන ප්රායෝගික ක්රියාමාර්ග මෙමගින් හඳුනා ගැනේ. මෙම ක්රියාවලියට බලපාන බාධා අවම කර ගැනීමට යෝජිත ක්රියාමාර්ග උපකාරී වනු ඇතැයි අපේක්ෂා කෙරේ.
