DISCUSSION:
DG: much of our work is outside the ‘national’ framework.RS: we want to do Asian research to be used the region. think cutting edge leading universities in the REGION, not in any one country. usable knowledge = it is policy-relevant.
1st order connectivity: putting information out (not organized; informal)
2nd order connectivity: dissemination (formalized and systematic; e.g. conferences organized to interact and enhance knowledge).
Policy process and research world are two isolated things. Policy makers want to know what other governments do or have done. For example, there are many informal links between regulators, but universities are not in that picture.
connectivity-1: mainly mentor-mentee relationships.
connectivity-2: citations mostly within same country or with developed countries.
case-studies are needed (e.g.: Jain; Park), b/c there are no citations in the policy world.
DG: how do we map these people (the policy network) out? there are no citations
RS: challenge is to find the link between the policy and research world; difficult using measures of knowledge networks of the research world.
SL: when researchers cite ITU reports, for e.g . the authors are not picked up.
RS: 2nd order connectivity should be producing researcher networks that are capable of contributing to the policy world.
SL: LIRNEasia can sit in the middle and facilitate this.
RS: the 2nd order connectivity model is not realistic.
SL: can use systems dynamics to model this
