A paper on telecom and treaty commitments that needs to be updated

Looking for something in my files, I found this conference paper that is almost 10 years old. The organizers pressured me to write it but then they did not keep their side of the bargain and publish the proceedings.

It requires a few hours of work to make it up to date. The basic structure is fine, and could even be used to assess the WTO compliance of other countries that have made telecom commitments. Pity it never saw the light of day.

The objective of this paper is to review the current commitments made by the Government of Sri Lanka (GoSL) under the Fourth Protocol of the General Agreement on Trade in Services (GATS), which deals with telecommunication services, and to identify the key issues for consideration in making further commitments. To provide the necessary context, the paper also includes a discussion on the rationale for Sri Lanka making telecom services commitments under GATS.
