Healthcare data protection in Sri Lanka

A year ago LIRNEasia, at the request of the Information and Communication Technology Agency (ICTA) of Sri Lanka, undertook to develop a discussion document on healthcare data protection for Sri Lanka. This has been some time in the making and was done in partnership with ICTA. This document is intended to understand the extant policy context in relation to healthcare data protection, providing international comparisons, and raise important questions for Sri Lanka to consider in relation to data protection, albeit within a narrow sector specific scope.

In the interim, work had begun in parallel by the government to also develop a comprehensive data protection framework. Earlier drafts of this healthcare data protection discussion document had also been shared with the line ministry developing the comprehensive data protection framework.

The healthcare data protection discussion document is available below. I hope it would have been a valuable input for those formulating the comprehensive data protection framework for Sri Lanka, a draft of which was released late last week. Now that we have seen it, we will be also providing our comments to the current draft framework. We will be putting our comments up online as well once that is ready next week.
