Advisory Board member Tim Kelly joins infoDev

LIRNEasia International Advisory Board member and regular faculty at LIRNE.NET courses, Dr Tim Kelly, will be joining infoDev as a Senior Policy and Regulation Specialist, effective July 2008. He will guide infoDev’s analytical agenda on encouraging access to ICTs and the mainstreaming of ICTs into key sectors, such as education and health. Tim made significant contributions to the field during the time he headed the Strategic Planning Unit of the International Telecommunication Union (ITU) by pushing for the exploration of cutting-edge policy and regulatory issues. For example, I had the pleasure of working with him on an expert workshop on fixed-mobile termination in 2000, an effort that led to good results worldwide.

Apart from leading infoDev’s Mainstreaming and Access agendas, Tim is expected to work with colleagues in the main telecom unit at the World Bank to formulate and lead a shared analytical agenda. During a recent visit to Washington, I initiated interaction on this front, by briefing the head of the Telecom Unit on the potential of our TRE work for diagnosing problems with the regulatory environment and initiating improvements.

We wish Tim the best in his new assignment and look forward to continuing collaboration with infoDev which, through its funding of the World Dialogue on Regulation and other projects, has been an early partner of LIRNEasia.

  1. I have worked with Tim when he was in ITU. He is a highly qualified person in ICT for development field. I hope he do well in his new career in World Bank.
