Abstract – The article presents the necessary elements of universal design for a situational awareness platform. It builds on Endsley’s three level model and emergency data exchange standards. Thereby, the platform will lay the foundation for wide range of ICT-enabled tools that can customized to benefit each and every heterogeneous disabled persons groups.   Individuals with disabilities are disproportionately affected in disaster, emergency, and conflict situations. One reason is the lack of access to comprehensible and appropriate risk information and means for crying for help to be rescued – we know that People With Disabilities (PWD) are 2 – 4 times more likely to die or suffer in a disaster relative to others.
We generally credit smartphones for making camera and audiovisual players irrelevant. But we often forget that every smartphone is also, by default, a GPS receiver. Quite correct, if not precise, latitude and longitude of the device is being instantaneously updated and displayed. This standard feature is embedded in every smartphone regardless being Android or iOS. It has prompted Battalgazi Yildirim, a (literally young Turk) geophysicist from Stanford, developing a mobile-based IoT application named Zizmos for earthquake’s early warning system.
ITU have established a new study group titled “ITU-T Study Group 20: IoT and its applications, including smart cities and communities”. The decision to create this group was taken by Telecommunication Standardization Advisory Group (TSAG) at its assembly at the ITU Headquarters in Geneva early this month. The Internet of Things (IOT) technologies are expected to connect an estimated 50 million devices to the network by 2020.  The group will develop standards to take advantage of IoT technologies to address urban-development challenges. This will be done by standardizing architectures for IoT and developing mechanisms for interoperability of IoT applications used by numerous industrial sectors.
