Nuwan Waidyanatha

Nuwan Waidyanatha – Disaster, Emergency Communication and Crisis Response Expert 15 years’ experience in researching, innovating, building, implementing, and evaluating ICT-enable Disaster Risk Reduction and Management solutions. Worked for Spot On Solutions, Sahana Software Foundation, LIRNEasia, and the International Telecommunication Union; applying skills in computer engineering, operations research, and a touch of social science. Nuwan has over 15 years of experience in applying action research methods in support of evidence-based policy and innovating national-scale ICT-enabled systems and services. Recently completed the redesigning of the Fijian tsunami mass notification system (Tonkin+Taylor, 2017).  He leads an international team in operationalizing a “cross-agency warning and situational-awareness platform” for improving institutional responsiveness to coastal hazard in Maldives, Myanmar, and the Philippines (UNESCAP 2015-16).
Htaike Htaike Aung is the Executive Director at Myanmar ICT for Development Organization (MIDO). MIDO is one of the few ICT-focused non-governmental organization in Myanmar/Burma. MIDO focuses on ICTs for development, Internet freedom and Internet policy advocacy. MIDO organized the first Internet Freedom Forum in Myanmar. Htaike has been involved in Myanmar’s Internet propagation events since the introduction of the Internet to the public in Myanmar.
Mary Grace Mirandilla-Santos is an independent researcher specializing in telecommunications and information and communications technology (ICT) policy, and the impact of technology on development and society. Her areas of interest include telecom/ICT regulation and competition policy, e-government, e-democracy, and universal ICT access. Currently, she works as the lead policy researcher of a DFAT-funded project on broadband with The Asia Foundation, as a national ICT research consultant at the Asian Development Bank, and as a telecoms advisor for Vriens & Partners. She’s vice president for policy of the Internet Society (ISOC) Philippines Chapter and, in March 2017, convened the Better Broadband Alliance, a coalition of citizens and stakeholders who are committed to supporting policy initiatives that bring better broadband services to the Filipino people.
Gabriel Kreindler is a Research Fellow at the Becker-Friedman Institute at the University of Chicago (2018-2019). His interests include urban transportation in emerging countries, with a focus on traffic congestion. He is involved in LIRNEasia’s recent research efforts on Big Data for Development as a Research Fellow He holds a bachelors degree in Mathematics from Princeton University an MPhil in economics from the University of Oxford, and a Ph.D. in economics from the Massachusetts Institute of Technology.

Erwin Alampay

Erwin Gaspar A. Alampay, PhD,  is Associate Professor of Public Administration at the National College of Public Administration and Governance in the Philippines. His specializations include active citizenship, e-governance, ICT policy, ICTs for development (e.g. mobile money, ICTs for resilience), organizational studies and management, systems analysis, and voluntary sector management.
Danaja is currently pursuing a PhD at the University of Michigan’s School of Information. Previously he was a Senior Researcher in the Big Data team at LIRNEasia and continues to be involved as a Research Fellow.  While at LIRNEasia his areas of research were primarily in identifying human mobility patterns and developing transport forecasting models using mobile network big data. His interests include machine learning, visual analytics and social network analysis. He previously worked as a Software Engineer at a leading IT company in Sri Lanka.

Ayumi Arai

Ayumi Arai, Ph.D. is a postdoc, project researcher at the Center for Spatial Information Science, University of Tokyo, Japan. Her main interest is in human dynamics research for development policy-making. She analyzes large-scale human mobility data combining with various field survey data.
Abu worked in the Association of Mobile Telecom Operators of Bangladesh (AMTOB) as its Secretary General from August 1, 2010 to July 31, 2012.* Earlier he was a Strategy Analyst at Ericsson’s Southeast Asian head office in Malaysia until June 2010. Previously, he was Technology Editor for bdnews24.com, Bangladesh’s first online newspaper, as well as a research analyst at EMC World Cellular Database (currently owned by Informa) covering the mobile markets of Bangladesh, Pakistan and Nepal. As a journalist, he influenced various policies pertaining to the telecoms sector of Bangladesh.

Sujata Gamage

Shazna Zuhyle

Shazna is a Research Fellow at LIRNEasia. She’s had 9+ years of experience in managing research projects in the ICT domain and 4 years in the software industry. At LIRNEasia she led the benchmarking of ICT indicators such as voice and data prices and broadband quality of service. Shazna has been active in the ITU’s Expert Group on Telecommunication/ICT Indicators (EGTI), which is responsible for improving the ITU’s supply-side indicators through revising data collected from operators, establishing new indicators and resolving methodological issues for existing and new indicators. In 2017 she was appointed by ITU to lead a sub-committee responsible to propose revisions to the methodology for benchmarking ICT price baskets, the only globally comparative price benchmark of the UN member states.

Chathurike ‘CD’ Athuraliya

CD is a Research Fellow at LIRNEasia while running his own startup, Conscient AI. Previously he was a full time researcher on the Big Data for Development (BD4D) team at LIRNEasia. His areas of interest include machine learning, deep learning and natural language processing. He previously worked as a Software Engineer at WSO2 focusing on technologies related to machine learning. He holds a bachelor’s (special) degree in Computer Science from University of Sri Jayewardenepura and a bachelor’s (external) degree in Information Technology from University of Colombo.
