Following on from the previous post re Bangladesh making do with an obsolete national telecom policy from 1998, I’ve been asked why we need policies, when in my time in government in Sri Lanka first as a regulator and then handling policy, I had not done much about Sri Lanka’s own obsolete policy (a couple of sheets of paper from 1994). A national policy provides a framework for decision making. A national telecommunications policy lays down basic principles to guide decisions of all relevant government agencies (not limited to the Ministry in charge of the subject) and other stakeholders, including service providers, investors, and even consumer organizations, which makes stakeholder input vital for its formulation. Not just the end result, but the process is also important. One needs stakeholder input; one also needs stakeholders to own the policy.
We don’t go as far as Cisco which claims that countries can increase penetration simply by promulgating policies or plans, but there is real value in having updated policies in place so that all the players are reading off a common script. Bangladesh is struggling with getting itself a new policy: Abu Saeed Khan, a senior policy fellow of LIRNEasia which is a Colombo-based ICT policy and regulation think tank, said the current policy describes mobile phone services as ‘value added services’, which indicates how outdated the policy is. The policy was made by the then Awami League government, which is now in power again with the vision of establishing a ‘Digital Bangladesh’, he said. The policy has to reflect how the government would achieve its vision, he added. Khan said the revised telecom policy should provide a roadmap to take broadband penetration to respectable levels.
The telecom law has been passed, but it is incomplete and will probably require an amendment or a supplementary law within two years. The rules under the Law have been published for comment, but no information yet on their final form. The critical licences to Telenor and Ooredoo have not yet been issued. The regulatory agency is to be set up in 2015. A lot remains to be done.

Last week, Informa conducted its first Asian Telecom Regulatory Affairs conference in Singapore. As part of the event, I was asked to offer a half-day workshop on broadband. Since the issues are dramatically different in emerging and developed markets, my content focused on the former, drawing from LIRNEasia research over the years. The audience was small, but high quality. There are a couple of things I will change in the slideset as a result of the conversations in Singapore.
Today I delivered the keynote at well attended workshop on how the Telecom Sector could contribute to Digital Bangladesh. It was organized by the Bangladesh Enterprise Institute. Attendees included the Ministers of Post and Telecom, ICT and Information. The Chair of BTRC and the Secretary of the Ministry of ICT, a key actor in Bangladesh’s e gov activities, spoke. The government envisions a Digital Bangladesh that makes the full potential of the Internet available to its people, but appears unclear about how they will be connected.

Sitting at a session in TPRC40 listening to LIRNEasia Research Fellow Faheem Hussain presenting his paper. Impressed that this kind of study, analyzing an issue that is not of great relevance to US telecom policy scholars, is accommodated at TPRC. The challenge, of course, is to pull back from the temptation to give too much detail on the exotica of a particular developing country and to present the abstract high level findings that may be of interest to a broader audience.

Adventures in behavioral economics

Universal acclaim rarely comes to a theorist who tries to implement his ideas. As administrator of the White House Office of Information and Regulatory Affairs, he reviewed the rules implementing President Obama’s health care act and the Dodd-Frank financial regulatory reform law. He backed major environmental initiatives, including higher fuel efficiency standards for cars and trucks and new toxic emissions rules for power plants. He approved the revamping of the decades-old food pyramid (it is now a “plate”), the tightening of salmonella rules for eggs and a crackdown on prison rape. He midwifed a deal between appliance manufacturers and the Department of Energy to make refrigerators more energy efficient.
Yesterday, the Indian Cabinet approved the National Telecom Policy, with five changes. I really would like to comment on it (and see if any of our suggested changes were incorporated) but at this point the Department of Telecom site says nothing. So all we have are news reports.
LIRNEasia’s signature has been a focus, you could even say a single-minded fixation, on taking the results of its research to the policy process. There is a line between evidence-based advocacy and just plain advocacy that we have tried not to cross. The NYT article below, explores that line in the context of Amicus briefs by law professors in the United States. It is important to think about the line, to worry about it, and to try to stay on the right side. Of course, the safest course is that of eschewing advocacy altogether.
Since 2004, India has been behind Pakistan on a key indicator: mobile SIMs/100. Few in India wanted to talk about this. But we did. Now finally, India has pulled ahead, as it should. I discuss the reasons in a recent piece done for Pioneer.

Asia Internet Coalition gets going

I recently learned that a colleague, John Ure, who has been active in telecom reforms efforts in Hong Kong for many years, has been appointed to head the Asian Internet Coalition. Appears they have been quite active in East and South East Asia, with emphasis on privacy and intellectual property issues. I hope they will link up with our friends at the Center for Internet and Society in Bangalore and become active in South Asia as well.
Workaround, a term that describes an improvisation when the optimal solution is not available, is a key element in LIRNEasia’s work. Not that we particularly like them, but it seems that workarounds are all there are in our region, because governments fail to provide the optimal solutions. I was planning to write a short piece on the workaround that connected Sri Lanka first to email and then to the Internet back in the early 1990s based on a talk I gave at the .lk conference early July. But since the paper doesn’t look like it will get written right now and because I want to crowdsource the fact checking, I am posting the slides here: Dot LK .

LIRNEasia has been pretty successful at doing policy-relevant research and communicating the results to the policy process. Interestingly we have gone deeper into the use of statistics over this period, without giving up on institutional analysis. In this context, it is quite interesting to see how the debate is playing out in the context of a US Senator’s move to prohibit federal funding of social science. What remains, though, is a nagging concern that the field is not producing work that matters. “The danger is that political science is moving in the direction of saying more and more about less and less,” said Joseph Nye, a professor at the John F.

Communication for Policy Impact

A clinic on Communication for Policy Impact was conducted by Dr. Rohan Samarajiva, Helani Galpaya and Nilusha Kapugama of LIRNEasia at the recently concluded IDRC PAN-All conference in Penang, Malaysia. The necessity of communicating or disseminating good research results to stakeholders such as the policymakers, private sector and media was one of the underlying themes of the conference. The clinic focused on giving participants the necessary tools to formulate a communications strategy for a given project. Some of the key aspects identified were: identification of relevant audience/s and appropriate method/s of communication, importance of story telling timing of the release of results recognition of policy windows The importance of developing a communications strategy at the proposal stage of the project was highlighted.
