Pirongrong Ramasoota Pirongrong Ramasoota (Ph.D. – Simon Fraser University) is Professor of Communication at the Faculty of Communication Arts, Chulalongkorn University in Bangkok, Thailand.   She researches and teaches in media policy and regulation and social implications of information and communication technologies (ICTs) with a special focus on Thailand and ASEAN.  Her research interests are media reform, free speech issues and content regulation.

Kasun Amarasinghe Kasun Amarasinghe, a Research Fellow at LIRNEasia, is also a Senior Research Scientist in the Data Science for Public Policy Lab at Carnegie Mellon University (CMU). Kasun studies the use of Machine Learning (ML) and Artificial Intelligence (AI) in the public sector and focuses on three areas: (1) building and deploying AI/ML systems in collaboration with government agencies and non-profit organisations in different policy domains, (2) conducting research in responsible AI disciplines such as explainability and algorithmic fairness, and (3) developing and conducting training programs to train students, data scientists, and policy practitioners to scope, develop, and evaluate AI systems developed for public policy use-cases. Before his current position, Kasun was a Postdoctoral Research Fellow at CMU and received his Ph.D. in Computer Science from Virginia Commonwealth University, with his doctoral thesis focused on Explainable AI in Cyber-Physical Systems.

Sabina Fernando

Sabina Fernando Sabina Fernando, PhD has over 25 years experience working in the telecommunications, information and communication industry. This includes ten years in the Australian Government communication portfolio where she worked on issues that have contributed to the competitive growth of Australia’s telecom markets. She has extensive experience in policy and program development and implementation including through legislation, the drafting of regulatory frameworks, programs and consultancy arrangements. More specifically, this has included the development and implementation of policy on issues relating to Australia’s broadband policy and the National Broadband Network, Cybersecurity, international telecommunication issues, Internet governance, postal policy, E-Health and E-governance, satellite and radiocommunication issues. Other areas of expertise include international treaty negotiations on international telecommunications policy and program management of capacity building projects in the Asia Pacific region.

Muhammad Aslam Hayat

Muhammad Aslam Hayat is a ICT & Digital Finance legislation, policy and regulation expert from Pakistan with a focus on emerging markets. He was the Centre Director of the “Pacific ICT Regulatory Resource Centre,” a project being administered by LIRNEasia for the World Bank. The PIRRC was located within the University of the South Pacific in Suva, Fiji, and developed innovative ways of providing regulatory support to all the Pacific Island countries.   He has been associated with LIRNEasia since 2007 and has shared his regulatory experience and knowledge with regulators and operators of emerging markets at LIRNEasia’s “12th Executive Course on Telecom Reform: Strategies to achieve connectivity and convergence” in Singapore on 10 – 14, June 2008. In 2010 he was appointed to the Board of CPRsouth, a capacity building initiative to develop Asia-Pacific based policy intellectuals on ICT policy regulation among junior to mid level scholars.
Harsha-de-silva-lirneasia Harsha de Silva is a Senior Policy Fellow at LIRNEasia. His primary interest is in development economics, with a focus on economics of information and communication technology in emerging Asia. He is particularly interested in rural agricultural and financial markets, and the political economy of Sri Lanka. Since April 2010, Harsha is also a Member of Parliament of Sri Lanka and he currently represents the main opposition party. From 2015 to 2019, Harsha held a number of ministerial portfolios within the Government of Sri Lanka.

Tahani Iqbal

Tahani is an independent consultant with over 15 years of experience in digital and tech policy and regulation across the Asia Pacific (APAC) region. Her policy and research interests include digital inclusion and development, emerging tech, infrastructure and connectivity, platform regulation, data privacy and protection, competition and trade, and telecommunication regulation.  Previously, she was part of Meta’s (Facebook) Connectivity and Access Policy Team in APAC where she led infrastructure and connectivity policy initiatives and accessibility efforts in the region. Prior to that, she worked as a regulatory and policy specialist attached to the Group Corporate Office and Regional CEO’s Office at Axiata Group Berhad in Malaysia, supporting the Group’s telecom and digital investments across South and South East Asia.   As a policy researcher, Tahani worked at the Singapore Internet Research Centre (SIRC) at the Nanyang Technological University (NTU) in Singapore.

Dilshan Fernando

Dilshan is a Research Fellow at LIRNEasia, exploring how and to what extent ICTs can be used to enhance the lives of persons with disability, with a focus on India. Earlier, as a Graduate Research Assistant, he conducted similar research in Myanmar. He also currently manages a project on Social Cohesion and Reconciliation at the National Peace Council of Sri Lanka. As a sociologist, Dilshan’s primary research interests lie in political economic analyses of labor and social relations, with a focus on South and East Asia. Dilshan has a Masters in Applied Sociology from Clemson University, USA.

Ashwini Natesan

Ashwini is a Research Fellow at LIRNEasia focusing on issues related to data protection, data governance, AI ethics, and the use of data for public good. A lawyer by training, she has experience in regulatory, litigation, and corporate work. Currently, she is a Consultant at Julius & Creasy for Technology, Media & Telecommunications (TMT) law. Ashwini also undertakes independent projects related to online safety, data protection, AI governance, and the right to information. She is a Director on the Board of a leading non-banking financial institution, LB Finance PLC, and was part of the Responsible AI sub-committee tasked with drafting Sri Lanka’s National AI Strategy.

Dr. Nirmita Narasimhan is a Senior Fellow and Programme Director with the Global Initiative for Inclusive ICT. At G3ict, she is responsible for overseeing management of key global tools and resources such as the e-accessibility toolkit for policy makers and developing programmes for the Asia Pacific region. She has over a decade of experience working on issues of accessibility for persons with disabilities. She was a founding member of the Bangalore based not-for-profit research organization Centre for Internet and Society (CIS), where she built up the Accessibility and Inclusion programme on digital accessibility, which gained significant recognition within India and internationally.
Mr. Babu Ram Aryal, a Kathmandu, Nepal based lawyer, has over 15 years of experience on Telecommunication (Including Internet and Cyber Law) and Media Technology, Intellectual Property, International Business, Foreign Investment and other commercial laws. Mr. Aryal has significant intervention at national and international level research on law and policy. He led the consulting service of Drafting ICT Bill, 2018 and Coordinated the Consultation Meeting of Stakeholders on Cyber Crime Bill, 2018.
Rajat Kathuria is Director and Chief Executive at Indian Council for Research on International Economic Relations (ICRIER), New Delhi. He has over 20 years’ experience in teaching and 15 years’ experience in economic policy, besides research interests on a range of issues related to regulation and competition policy. He has worked with the World Bank, Washington DC as a Consultant and carried out research assignments for a number of international organizations, including ILO, UNCTAD, LIRNEasia, World Bank and ADB. He has published in international and national journals, besides in popular magazines and newspapers. He is a founder member of Broadband Society for Universal Access and served on the Board of Delhi Management Association.
Yuhei Miyauchi is a Ph.D. candidate in Economics at Massachusetts Institute of Technology (MIT). Prior to joining MIT, he completed his bachelor in Engineering and Masters in Economics at the University of Tokyo. His main interest is in the market and non-market interactions of different parties in economic growth and development process.

Vigneswara Ilavarasan

Vigneswara Ilavarasan P. Vigneswara Ilavarasan (PhD – IIT Kanpur) is Associate Professor at the Dept. of Management Studies, Indian Institute of Technology Delhi. He researches and teaches about production and consumption of information and communication technologies (ICTs) with a special focus on India. His specific research interests are Information and Communication Technologies & Development (ICTD); Indian IT industry; and Social Media.
Haran is a Research Fellow attached to LIRNEasia. His interests are mainly Inclusive development, Shared Economy and Financial Inclusion. Haran works on NTT funded research and capacity development program on “Reconciliation through economic opportunity”, which aims to improve inclusive and accessible markets, value and supply chains for local/marginalized communities and expanding their economic opportunities. He previously worked at LIRNEasia, managing a component of IDRC funded research titled “Inclusion in business process outsourcing”. The objective of this study was to uncover the opportunities for under-employed youth, women and previously- excluded persons participating in micro-work platforms in Sri Lanka, India and Myanmar.

Payal Malik is Adviser, Economics and Head of the Economics Division (Chief Economist) at the Competition Commission of India. She is on secondment from the University of Delhi, where she is an Associate Professor of Economics. Formerly she was a Senior Research Fellow LIRNEasia. Her areas of expertise are competition law, policy and regulation. She has several years of research and economic consulting experience in network Industries such as power and telecommunication, ICTs, Innovation systems, and Infrastructure.
