We have consistently argued that human beings must be associated with, and be accountable for, SIMs. The imperatives of the Budget Telecom Network Model cause companies (or more, the thousands of resellers who actually interact with customers) to give away SIMs without too many controls. Therefore, one must be judicious in enforcing the rules. We have been pointing to Pakistan as a model. Kenya, it appears, is exemplary of what not to do.
For too long the government of Bangladesh has hesitated to accept the fact that the only realistic way a majority of its people can be connected to the Internet is over wireless media and has tended to treat the mobile industry as a cash cow to be taxed in order to fund Digital Bangladesh and other general expenses. Therefore, it is heartening to hear the new BTRC Chair recognizing the reality in a report carried in the Daily Star. One hopes that he is not talking about FTTH (except to apartment blocks and such) when he refers to optical fiber in the same sentence. One seriously hopes that he is talking about optical fiber in the backhaul network. Ensuring open access to the existing optical fiber network within Bangladesh operated by BTCL should be a priority for the BTRC if it wishes to improve Internet access.

Asia is said to the last redoubt of belief in the Westphalian state. It was seven years to this coming January that we launched our Last Mile HazInfo project, just one year after the 2004 Indian Ocean Tsunami. It’s good to know that the project is still talked about. We are beginning work on a Tsunami + 10 initiative that will assess the impacts of post-tusnami. LIRNEasia also brought the Common Alerting Protocol (CAP) to Sri Lanka. This software allows messages to be channelled through multiple media so that duplicate messages relayed through other means, such as radio or the Internet, can function as a backup in case mobile phones fail.
Many countries left the final decision on the ITRs to officials. In some case like Kenya, the officials applied their minds. In too many developing countries, it was a knee-jerk response based on maximizing national control and/or loyalty to the ITU. But Dr Ndemo had indicated he would not support the inclusion of internet in the ITU regulations even before he left the country for the conference. “Why would we want to change anything? I trace the failure of Dubai back to the decision to cut corners on the expert group that was to prepare for the conference. A delegate who was a participant-observer reaches a similar conclusion. Consensus-based decisions take time. Principles must be understood, positions presented, compromises made. Throughout the process, enlightenment occurs at various times and in varying ways.
Surprisingly detailed attention has been paid to international roaming by the delegates in Dubai. Even the phenomenon of inadvertently connecting to a foreign network in border areas has been covered. The Internet was born inside US universities and spread out across the world. The same has been true for Google, Facebook and many other currently wildly popular applications. These were the applications that ETNO and its allies unsuccessfully tried to tax, by inserting language in the ITRs. Thankfully, that ended in failure, but as avarice has legs. It will come again.
