LIRNEasia researchers will participate at International Telecommunications Society 17th Biennial Conference in Montreal, Canada, June 24-27, 2008. Rohan Samarajiva, Helani Galpaya and Payal Malik will be among panellists at a double session on ‘New regulatory approaches in the face of rapidly changing demand’. This session showcases key findings from recent LIRNE.NET research in four different continents. In a separate session, LIRNEasia researchers will present a paper entitled, ‘Re-examining Universal Service Policies in Telecommunications: Lessons from three South Asian countries’, co-authored by Malik and Samarajiva.
LIRNEasia has come up with startling evidence on how transaction costs in agriculture could be reduced by simple mobile phone applications. The organization’s Lead Economist, Dr. Harsha de Silva called for a multi-stakeholder action plan to implement a series of actions that would help poor farmers as well as consumers by reducing information costs in agricultural markets and value chains. He was speaking at a panel following a public lecture by Indian Institute of Management Professor, Subhash C. Bhatnagar, who spoke on the benefits of ICT applications to farmers, taking India as an example.
Ms. Helani Galpaya presented “Taking e-Government to the Bottom of the Pyramid: dial-a-Gov?” co-authored by herself, Prof. Rohan Samarajiva and Ms. Shamistra Soysa at the 1st International Conference on Theory and Practice of Electronic Governance (ICEGOV 2007) held in Macao on the 10 – 13 December 2007.
Internet Governance and Access Unfortunately we arrived a little late for this session because the opening ceremony and opening session dragged on for an extra half an hour. By the time we grabbed a quick, yummy lunch of “pao de queijo” from the coffee shop and checked out the IDRC booth, we were about twenty minutes late. I regret missing these first couple of minutes because Ms. Helani Galpaya of LIRNEasia was wrapping up her talk and one of her recommendations was the use of mobile phones as an alternative method of accessing the Internet. As I hope to discuss this topic further in the paper I am expected to write at the end of the conference, it would be have indeed been an useful presentation for me.
Two of our researchers have been selected to present papers at the 35th Research Conference on Communication, Information and Internet Policy which will be held in Virginia, USA on September 28-30, 2007. Helani Galpaya will present “The Telecom Regulatory Environment (TRE) Assessment: methodology and implementation results from six emerging economies” at the session on Trade and Harmonizations of Telecommunication Policies on September 30 2007. Payal Malik will present “India’s Universal Service Obligation for Rural Telecommunications: Issues of Design and Implementation” at the session on Promoting Universal Connectivity on September 29 2007. The purpose of the conference is to acquaint policy makers with the best of recent research and to familiarize researchers with the knowledge needs of policy makers.

This included the objectives behind the Conference, and the Organization as a whole and the quality of the papers recieved. She went on to say that successful applications make necassary the synergy between the technical and policy. Also how can you measure the inputs and outputs and it is supported by a wealth of literature.
