Hope for Sri Lanka Post?

In contrast to the usual tales of woe, increasing losses and strikes, an online publication had this optimistic story: Sri Lanka Post has done its homework. According to Shervyn Senadheera, Additional Secretary to the Ministry of Posts, Postal Services & Muslim Religious Affairs, a survey conducted between 2013 and 2014 with a sample size of 1,122 participants found that only 15 – 18% of the population has the capability of getting their services online, through the internet, mobile phones and apps. The rest of the population faces immense hurdles in terms of language, computer literacy, access to hardware, and confidence with technology. Senadheera is of the opinion that whatever the technology introduced, basic problems like those mentioned above need to be addressed first. And there is truth to the statement: even a giant technological development drive will need to tackle computer literacy before the people can enjoy its benefits.

Meta data not limited to telecom

President Obama makes a distinction between the contents of phone calls and the information generated by the call (he calls it meta data, we used to call it transaction-generated data, and now it falls within the scope of big data), here is the analogy that is governing his thinking: Mr. Pickering was targeted by a longtime surveillance system called mail covers, a forerunner of a vastly more expansive effort, the Mail Isolation Control and Tracking program, in which Postal Service computers photograph the exterior of every piece of paper mail that is processed in the United States — about 160 billion pieces last year. It is not known how long the government saves the images. End of the telegram in India

In 2011, we wrote about the end of the telegram in Sri Lanka. When telecom and posts were bifurcated in Sri Lanka, telegrams went with posts, somewhat illogically. In India, they went with telecom, so they lasted a little longer. But BSNL’s failure to offer improved service and features while keeping price below costs did the telegram in nevertheless. The telegram or taar, once the bearer of urgent news, good or bad, will disappear once and for all on July 15, outpaced in the age of text messages and emails.

Ideas to save the postal service

For those who believe in bringing the dead back to life: Even better, imagine if you could email a letter to the post office, pay for the stamp online, and never set foot outside of your door? You could send mail digitally, with minimal fuss. People still like receiving letters, if it wasn’t such a pain sending them we might do it more. All of these are simple innovations which barely even amount to innovation at all. They would just bring the post office up to the operating level of a modern teenager.

Postal services everywhere are in trouble. South Asia is no exception. What one does to remedy the situation is the important question. The Indian government seems to think that training 10 officials from the SAARC will do it. And that the solution involves greater cooperation among money-losing, inefficient administrations.
In Sri Lanka, the window for saving the post has probably closed. According to the latest Household Survey, a Sri Lankan household spends LKR 4/month on postal services and LKR 750/month on telecom services. You cannot build a viable business on that kind of money. There will always be a need to deliver packages (until teleporting is perfected), but this can be done by agile courier services, not the bloated government post office. Now that the US postal service is almost bankrupt, everyone is looking at Europe.
The 2009-10 Household Income and Expenditure Survey (HIES) is a representative sample survey based on responses from 22,000 households from all across Sri Lanka, except Kilinochchi, Mullaitivu and Mannar districts that were considered too dangerous because of uncleared mines. It is a veritable treasure trove of data on how Sri Lankans live, what the differences among the provinces are, and, when combined with data from past HIES, a source of trend data. It reports communication and recreation expenditures separately, but I decided to combine them since communication is recreation. When the different telecom related expenditures are combined, they amount to LKR 750 per month (around USD 7) and dwarf everything else. Households spend 17 times more money on telecom and Internet services than on books, newspapers and magazines.
The right analogy is key to a decision to subsidize. When the main thing USPS does is distribute coupons, what rationale is there for subsidy? The Internet can’t be used to tele-transport packages, of course, and our use of package delivery services, including the Postal Service’s, has grown with e-commerce. But the Postal Service is running large deficits, bumping up against the $15 billion limit it is permitted to borrow, and is on the brink of default unless Congress comes to the rescue. Is this where the Postal Service wants to make its stand, as a package delivery service, one among several providers?
In the recent special issue of Information Technology and International Development, Ayesha Zainudeen et al. identified the non-ICT barriers to the spread of e commerce in developing countries, including payment mechanisms when credit cards did not exist and the bad state of the postal services. The NYT has a fascinating story about how Indian entrepreneurs are combining cheap and plentiful labor and ICTs, to develop workaround solutions. Several months ago, when Prabhu Kumar could not find a book he wanted in bookstores here, he found it online at Amazon.com for $10.
We have worse postal services in our region. They do not have hard budget constraints, so they keep going. But the future looks bleak for those that do have hard budget constraints: Mail volume has plummeted with the rise of e-mail, electronic bill-paying and a Web that makes everything from fashion catalogs to news instantly available. The system will handle an estimated 167 billion pieces of mail this fiscal year, down 22 percent from five years ago. It’s difficult to imagine that trend reversing, and pessimistic projections suggest that volume could plunge to 118 billion pieces by 2020.

Fixing the post

In the 13 years I lived in the US, I saw the postal service change. It was a horrible, rude bureaucracy when I moved there; and I saw the reengineering at work in the last few years. Counter staff were actually trained to smile and be nice to customers (and those who could not be converted, were sent to back offices where they could “go postal”). You stood in a line, staff would come up to the line with handheld devices to serve customers with minor needs such as a sheet of stamps, shortening the line for people with complex problems that had to be dealt with at the counter. They started selling wrapping paper and tape and creating spaces for people to wrap gifts according to USPS rules.
When one only reforms only a part of an interconnected sector, the unreformed parts start to atrophy. Because of union resistance and the perception that the post was not that much of a money maker to start with, the hitherto conjoined posts and telecom were bifurcated and reform efforts focused on telecom. So 30 years after bifurcation, what has happened to the post, saved from from the depredations of foreign capital and World Bank advice? Sri Lanka’s state-run postal service lost 3.0 billion rupees in 2010 up 22 percent from a year earlier, while revenues fell 6.
