A multitude of themes were discussed over the four sessions, when the experts presented their research and cases to an audience that consisted of those representing regulators, mobile operators, government agencies and the media from nine countries of the Asia Pacific region. Glimmerings of a return to the bad old days, when governments “nationalized” telecom companies. The end result was pillage by the government flunkies and bad/no service to the public. The Russians are back in this game, but this time through the courts and with a different beneficiary, the local partner oligarch. Already jittery investors were alarmed on Thursday when a Norwegian cellphone company announced that a Siberian court had seized its multibillion-dollar investment in a Russian joint venture and would turn it over to a company thought to be allied with a Russian oligarch. The decision signaled an escalation in a long-running dispute between the Norwegian company, Telenor, and the Alfa Group, an alliance of Russian businessmen that was also at the center of a separate fight with the British oil giant BP last summer.
According to TelecomTV, TeliaSonera is acquiring controlling interests in Spice Telecom, the second mobile operator in Nepal and Applifone, the fourth largest operator in Cambodia. This is an intriguing development from a company many thought was withdrawing from the South Asian region. A few years ago there were well publicized negotiations to sell its stake in Sri Lanka’s Suntel, which is believed to have failed for the lack of a high-enough bid. TeliaSonera and its predecessor entities have not shown the nimbleness of its Nordic competitor, Telenor which has strong positions in South and South East Asian countries. One hopes it will.

As part of the Six Country Indicators Project, Joseph presented the interim findings from the Pakistan country study (over Skype). The study assesses Pakistan’s telecom sector and regulatory performance. It employs the common methodology and list of indicators adopted for the Six Country study.
