Sri Lanka’s Dialog Telekom has signed an investment agreement with the Board of Investment of Sri Lanka (BoI) to invest a further US$300 million in the country’s Telecoms and Media sectors within the next 2 years. A substantial portion of the total investment will be in fixed line Telephony and Broadband services via Dialog Broadband Networks (DBN), and Digital Television Broadcast services via Asset Media, respectively. The investments in DBN will be directed towards the growth of CDMA-based Rural Fixed Telecommunications Infrastructure, WiMax based wireless broadband infrastructure and for the deployment of a National Fibre Optic backbone. Hong Kong’s Office of the Telecommunications Authority (OFTA) says that it wants to auction off spectrum in the 2.3GHz band for wireless broadband – and is also considering what to do with the 2.5GHz band. In what it described as its “third consultation” on broadband wireless access, OFTA says it wants to allocate 85MHz of spectrum between 2.305 and 2.

Telegeography June 13, 2006 The Telecoms Regulatory Authority of India (TRAI) has issued its highly anticipated consultation paper covering wireless broadband services, including UMTS and WiMAX. The paper is available for download here [PDF] The paper has identified two overriding issues concerning the introduction of high speed wireless services – namely, frequency allocation and licence fees. The issue of frequencies is already a hot topic in the market, with the nation’s GSM and CDMA operators clashing over their preferred spectrum for 3G services. The TRAI had previously proposed allocating spectrum in the IMT-2000 standard 2GHz frequency band, for both GSM and CDMA operators, designed to support both W-CDMA and CDMA2000 1xEV-DO 3G development. Whilst the country’s GSM operators supported the plan, the CDMA lobby is demanding that the 1900MHz band be made available, saying that there is a dearth of CDMA equipment and handsets available for use in the 2GHz spectrum.
