India on Tuesday allowed telecoms operators to share transmission systems, radio access networks and antennae and simplified the approval process for building mobile towers.But radio spectrum, or air waves used for wireless networks, cannot be shared. Telecoms operators in India were earlier permitted to share only passive infrastructure such as mobile towers, buildings and power backup facilities. Sharing infrastructure reduces the operating costs and capital expenditure of wireless telecoms operators, allowing them to maintain margins in a competitive market that has call rates as low as 1 U.S.
The number of mobile broadband subscribers using 3G HSPA has increased by 850% worldwide in the past year, according to the GSM Association. But carriers are also running the risk of becoming a victim of their own success, according to some analysts. HSPA (High-Speed Packet Access) is an advanced form of 3G deployed by cellular operators that use GSM (Global System for Mobile Communications) technology. Worldwide, GSM is the most widely-used cellular technology; it is used by AT&T Inc. and T-Mobile in the U.

Cuba lifts mobile phone ban

Cubans are to be allowed unrestricted access to mobile phones for the first time, in the latest reform announced under new President Raul Castro. In a statement in official newspaper Granma, state telecom monopoly ETECSA said it would offer mobile services to the public in the next few days. Some Cubans already own mobile phones, but they have had to acquire them via a third party, often foreigners. Cuba’s rate of cell phone usage remains among the lowest in Latin America. Now Cubans will be able to subscribe to pre-paid mobile services under their own names, instead of going through foreigners or in some cases their work places.

Last week, Lankadeepa, the largest selling daily in Sri Lanka, published this photo of elephants eating the unsold vegetables at Dambulla econimic centre. The waste: 25 tons. The loss: entirely to farmers, according to Lankadeepa, as the vendors purchase them on credit and pay only for sold quantities. Primary wastage in vegetables and fruits is estimated to be more than 40% of the output in Sri Lanka. In other agri products it is more than 20% (Devagiri, 2005) While the reasons can vary, there is no doubt proper planning and management can reduce it.
There were no press invitations/news releases for our event on March 18, as we were only releasing preliminary data. LBO was perhaps the only media interested. Their report was not hundred percent correct saying the SLT (2M/512k) speeds were slower compared to comparable Dialog Broadband package always (They showed more or less on par performances in Dec 2007) but sans that see them presenting a fairly accurate picture . At a well attended public seminar yesterday (March 18) at Institution of Engineers (Sri Lanka), LIRNEasia released its Broadband QoSE testing methodology (named ‘AshokaTissa’, after the greatest collaboration between India and Sri Lanka, the movement of Buddhism across the Palk Strait) and the preliminary test results of three of the most widely used broadband packages in Sri Lanka, SLT Office (2 Mbps / 512 kbps), SLT Home (512 kbps / 128 kbps) and Dialog (2 Mbps / 512 kbps) This was followed by the responses from SLT and Dialog Broadband. It is with deep regret that LIRNEasia reports the demise of Sir Arthur C. Clarke. Some of us at LIRNEasia had the opportunity of closely working with him in our professional lives. In November 2005, LIRNEasia had its last official encounter with him when few representatives from WorldSpace (our partner in the Last-Mile Hazinfo project) including Dr. Rangarajan met him in Colombo.
Half of the UK’s broadband users are unhappy with the service from their internet providers even though high-speed connections are at their cheapest and fastest, according to a survey by price comparison service uSwitch. With 15 million customers – half the country – spending £3bn on broadband every year, the gap is widening between the companies perceived as best and worst providers, according to uSwitch, which makes money by encouraging consumers to hunt out new deals. Its survey of nearly 11,000 broadband customers suggests four million customers are not satisified with their provider and four out of nine companies have less satisfied customers this year than last. Quality of Service Experience (QoSE) of broadband was a topic that has been discussed in LIRNEasia blog for sometime and we find many readers share the view of the Australian cartoonist who portrayed information superhighway to a modern car with cart wheels – the infrastructure. LIRNEasia’s on-going QoSE benchmarking project aims to find the answer to the question, based on evidence not perceptions, whether the users actually get what has been advertised by the operators. A seminar presenting preliminary results of Broadband QoSE measures, with the participation of Professor Timothy Gonsalves of IIT Madras (who headed the team that developed the methodology) will be held in Colombo on the 18th of March. The Economist is not correct saying ‘No Evidence’ of Internet blocking in Sri Lanka, and in Laos and Cambodia the Internet usage is low so blocking does not make any difference. As shown, even in Asia the attitude of officialdom varies when it comes to filtering content of a social nature. In many places agreements are set with service providers to block nasty stuff such as child pornography. In a few countries intervention is stronger, up to the level of pervasive censorship. This week Pakistan’s block on YouTube accidentally caused an international outage for that website.
Sri Lanka’s state-run Bank of Ceylon has tied up with an Indian mobile commerce firm to start a text message based electronic payment system that could overtake credit card transactions, officials said.   Bank of Ceylon’s new service allows its six million customers to use pay shops that join the system at the cost of a text message using a system developed by India’s, PayMate. The mobile transaction service will initially start with selected large merchants like SriLankan Airlines, Odel, Singer, Abans and Stone & String before linking up retailers in rural areas. “This opens a lot of avenues to merchants because we are bringing them six million of our customers,” Bank of Ceylon’s IT chief Nissanka Janaratne said. Pakistan Lifts Ban on YouTube Web Site

Pakistani officials have lifted a ban on the YouTube video-sharing Web site, saying that material deemed offensive to Islam has been removed. The Pakistan Telecommunication Authority ordered Internet providers to unblock the site Tuesday. In a statement Tuesday, YouTube confirmed the Web site was again accessible in Pakistan. Company spokesman Ricardo Reyes says YouTube took down the particular link on Saturday, after receiving flags from the YouTube community and determining the content violated the Web site’s terms of use. In a major development, the Ministry of Communications & IT has cleared applications of nine telecom aspirants and is close to issuing them Letters of Intent (LoIs).    This will be followed by issuance of universal access service (UAS) licences and allocation of spectrum.    The LoIs will be issued during the week, if not tomorrow. However, the allocation of spectrum would take some time as the Department of Telecommunications (DoT) was finalising the amount of vacant spectrum, sources close to the development said.    The proposals of the new applicants were pending with the telecom ministry after the DoT’s approval last month.
LIRNEasia has come up with startling evidence on how transaction costs in agriculture could be reduced by simple mobile phone applications. The organization’s Lead Economist, Dr. Harsha de Silva called for a multi-stakeholder action plan to implement a series of actions that would help poor farmers as well as consumers by reducing information costs in agricultural markets and value chains. He was speaking at a panel following a public lecture by Indian Institute of Management Professor, Subhash C. Bhatnagar, who spoke on the benefits of ICT applications to farmers, taking India as an example.
