What we noticed in the aftermath of the 2004 Indian Ocean tsunami was the randomness of the damage. Houses that were right next to each other were affected differently: one destroyed another untouched. This was supposed to be caused by the complex interaction of the wave and the topography of the coast. In the case of the meteor hit that affected the Siberian city of Chelyabinsk, the damage has also been random according to reports. Sometimes with glass containers within a home damaged while the windows were not.

How exactly, is the question. In the case of a tsunami or a tidal surge we know what causes the damage. What were knocked out: power? towers? Was it caused by congestion?
There is a trade off between operating networks that are able to keep operating in the face of disasters and keeping down costs. For example, a 24 hr battery will yield a more robust BTS than a 8 hour battery. But as the FCC initiated discussion revealed, 24 hr batteries impose additional costs on operators. Local rules in some cases do not allow enough space for 24 hr batteries. The issue is, no doubt, important.

It was seven years to this coming January that we launched our Last Mile HazInfo project, just one year after the 2004 Indian Ocean Tsunami. It’s good to know that the project is still talked about. We are beginning work on a Tsunami + 10 initiative that will assess the impacts of post-tusnami. LIRNEasia also brought the Common Alerting Protocol (CAP) to Sri Lanka. This software allows messages to be channelled through multiple media so that duplicate messages relayed through other means, such as radio or the Internet, can function as a backup in case mobile phones fail.
Telcos are consciously gearing up to with stand the “flash-crowd” New Year’s Eve SMS loads. Pushing the SMS loads at the mean time of 00:00:00 plus or minus a minute is stressful. The International Telecommunications Union – Development (ITU-D) sector recruited me to introduce ways in which the Common Alerting Protocol (CAP) interoperable emergency communication standard could be operationalized in the region. The audience comprised member state delegates from their respective telecommunications regulatory authorities and their emergency operations centres (or disaster management centres). The workshop: “Use of Telecomunications/ICT for Disaster Management” took place in Bangkok, Thailand; 20-23 December 2012. First, “CAP essentials” were introduced to the participants and then the policy and procedural steps for operationalizing CAP in one’s own country were explained. Thereafter, the participants assembled in to groups to experiment with the Sahana CAP- enabled Messaging Broker (SAMBRO).
The gist of the NYT report is that some residents of coastal Oregon are unhappy about the discontinuance of tsunami warning sirens. But in these matters what one has to look at is the science. Supporters of the county’s decision, including some coastal hazard experts, say that the sirens, comforting as they may sound in their monthly tests, are so vague in their wailing message — declaring only a tsunami in approach, with no indication of size or timing — that they may be, in a strange way, dangerous to public safety. The last time the sirens wailed, after the March 2011 earthquake in Japan, for example, which triggered tsunami alerts around much of the Pacific Rim, emergency managers here expected the tsunami hitting this part of Oregon to be small, which it was. The only evacuations they ordered were for residents living within a half mile of the shoreline.
Both in our HazInfo project and in the work we did subsequently in the Maldives, we addressed the problems of first-responder communication. The report from the NYT highlights the progress that has been made since 9/11, but also the remaining gaps (identified and written about in the 1990s by our colleagues Peter Anderson and Gordon Gow). During Hurricane Sandy, New York police commanders could talk by radio with fire department supervisors across the city, to officials battling power failures in nearby counties and with authorities shutting down airports in New York and New Jersey. Roaming as a disaster response

A significant number of base stations (around 20% or lower) in the Hurricane Sandy affected areas are supposed to have gone down, mainly due to electricity problems. I am sure the systems here in South Asia are a lot more robust in this aspect because our baseline expectations of the reliability of the electricity networks is much much lower. So our operators have way more backup capabilities. But anyway, a disaster is an extraordinary event. Bad things happen; all that we can do is minimize risks, not eliminate them.
The City’s Office of Emergency Management has been relying on Sahana software for its shelter management and registration programs since 2007. Sri Lanka also has it. The Sahana Software Foundation is assisting the City of New York in its use of Sahana software to manage its response to Hurricane Sandy. Sahana software foundation is not just an open source software developer but also a global community of volunteers that volunteer their domain knowledge and computing skills at the time of need. With slow-moving Sandy leaving New York State, they are counting the dead. It appears that 22 people died. Each death is a tragedy that the disaster managers would have loved to avoid. But can you imagine what the toll would have been if not for extensive planning and early warning? The word “cell broadcasting” is not used in the piece from the Atlantic that I am quoting below, but it is quite clear that she is talking about cell broadcasting, a topic we have researched and written about extensively.
Right now disaster awareness is high. A cyclone was heading toward Sri Lanka’s Northeast Coast but has apparently veered off toward the Indian East Coast. Flooding has started in different parts of the country, trees are falling, transport has been affected. Of course, people are very aware of Hurricane Sandy and the US East Coast because of the power of international media. I found myself also monitoring Hawai’i a few days ago, because they were expecting a tsunami there (it came, but at insignificant wave heights).
A short film made as part of Nuwan Waidyanatha’s action research project assessing the efficacy of voice and text in disaster communication has been shortlisted for an award. TVE Asia Pacific’s short film, Do You Hear Me, is one of 11 finalists in the first Asian Film Festival on Disaster Risk Reduction which will take place in Yogyakarta, Indonesia, from 22 to 25 October 2012. The festival is part of the Fifth Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR), being held in the Southeast Asian city during that period. The film festival is being organized by the conference’s co-hosts, the UN Office for Disaster Risk Reduction (UNISDR) and the Indonesian National Board for Disaster Management (BNBP). Do You Hear Me looks at how voice be used more efficiently in both alerting and reporting about disasters, and where computer technology make a difference in crisis management.
VoiceICT4D project page LIRNEasia, through a stakeholder forum, advocated the Sri Lanka Disaster Management Center (DMC) to move towards a multi-agency situational-awareness platform by creating a register of alerting authorities and then sharing it’s call center and Interactive Voice Response (IVR) system resources for emergency communication. The “Do you Hear Me” video, communicating the need for voice-enabled Information Communication Technologies (ICTs), to empower community-based emergency coordination, was visited by 496 viewers, of which 48 or them shared their knowledge on the subject. UNISDR debut film festival on DRR, selected our video as as one of the best three in the category of “best human interest story” Peer-reviewed scientific articles presented the realization study evidence emphasizing the practical technical instabilities and deficits in those technologies. The message was news to most researchers and practitioners. IVR-based solutions are gradually gaining momentum.
