LIRNEasia partners with UNDP on SDGs

On 18th April 2016 LIRNEasia inked its Memorandum of Understanding with UNDP on areas of cooperation for the first national summit on foresight and innovation for Sustainable Human Development titled “Visioning Sri Lanka #2030NOW”. The summit will be held in Colombo from 24-25th May 2016. In addition to LIRNEasia and UNDP, other core partners for this two day conference include The Ministry of National Policies and Economic Affairs, Secretariat for Science, Technology and Innovation (COSTI) of the Ministry of Science, Technology and Research, the United Nations Global Compact Network of Sri Lanka, Sarvodaya, and the Ceylon Chamber of Commerce. Collectively the partners will work towards mainstreaming the use of foresight and facilitating innovation in Sri Lanka so as to successfully implement the Sustainable Development Goals (SDGs). LIRNEasia will help to develop the direction and outcomes of the conference and facilitate the discussion on improving the use of data and particularly big data in both monitoring as well as achieving the sustainable development goals.
Yesterday Sriganesh and I had the pleasure of presenting LIRNEasia’s big data work at the 3rd session of the Colombo Big Data Meetup, a prominent local meetup group focusing on big data and data science, domains still very much in their infancy in Sri Lanka. We spoke to a diverse audience of nearly 150 IT professionals, academics, statisticians and enthusiasts. The presentation was followed by a panel discussion which included Sriganesh, Dr. Shehan Perera of the Computer Science Department of University of Moratuwa, and myself. The discussion touched on a range of topics including practical aspects of running a successful big data operation,  learning data science, democratization of data and collective privacy.
For many, daily travel is a product of routines that have been established over time. From commuting, getting the kids to school and back home to the occasional shopping trip much of our movements follow a predictable pattern. Attempts to map human movement in different regions across the world using emerging sources of big data such as mobile network call detail records (CDR) show that in general aggregate human movements change very little from one week day to another or from one weekend to another. Our work on human mobility using a large CDR dataset have shown that Sri Lanka is no different. However during some days of the year such as during festivals, holidays and natural disasters routine travel behavior gives way to unique travel behavior.
Over the last few days I had the opportunity to present our thoughts on leveraging big data for development at two different venues in Ottawa, Canada. The first was at the headquarters of Global Affairs Canada on 11th March 2016, where I along with the head of UN Global Pulse spoke to an audience of about 100 people that included staff from Global Affairs and IDRC, as well as Canadian academics and researchers. The slides I used are available HERE. The second opportunity was today (14th March 2016) at the headquarters of IDRC, where I had the opportunity to share some of work with IDRC staff from different developmental domains. A LIRNEasia report will be the centerpiece of the Workshop on Knowledge and Policy Gaps in Disaster Risk Reduction and Development Planning organized by the ICT and Disaster Risk Reduction Division of ESCAP on 8-9 March 2016, at United Nations Conference Centre, Bangkok. Today I had the pleasure to talk about LIRNEasia’s ongoing multi-disciplinary big data for development research at the IDRC Asian Regional Office in Delhi. The work that we have been doing in this space has been funded primarily by IDRC. It was engaging talking to experts with interests in different domains (agriculture, health, governance, climate change adaptability, urban and transportation policy, electricity, livelihoods) working in India as well as elsewhere. Open Data Dialogue in Sri Lanka

This past Thursday (15th October 2015) I was invited to give my comments at event, alliteratively titled “An open dialogue on open data.” The dialogue was organized by InterNews and Transparency International and held at the Sri Lanka Press Institute in Colombo. I was part of a panel that included Nalaka Gunawardene and Sanjana Hattotuwa. I was asked to speak on the challenges and issues of Big and Open Data which itself is a bit of a misnomer in Sri Lanka, since there are currently no datasets in Sri Lanka that can be considered (or even amenable to be considered) as both “big” and “open”. As a preamble to my comments I used some brief slides to highlight LIRNEasia’s ongoing big data research that LIRNEasia is is conducting, leveraging mobile network big data to produce insights for developmental policy.
LIRNEasia CEO participated in two more events at the ITU Telecom World 2015 held in Budapest, Hungary. The ICT Economic and Industry Round Table aimed to look to the future to imagine with digital development would be.  Helani spoke about state investment into the backhaul infrastructure, and about private sector entry into connecting the unconnected through zero rating. The other panel today was titled The Data Rich, Decision Making Poor: How to use Big Data for Improved Government Action.  Helani showcased LIRNEasia’s Big Data research and our research inputs into the the Western Region Megapolis plan in Sri Lanka.
I moderated CPRsouth 10’s opening plenary that looked at the competitiveness, privacy and marginalization issues associated with the emerging field of big data. Attached are the questions that I circulated beforehand to the experts who participated in the discussion. Here is an excerpt. LIRNEasia’s ongoing big data research was recently presented at the 13th International Conference on Social Implications of Computers in Developing Countries held in Negombo from May 20-22. LIRNEasia researcher Danaja Maldeniya presented preliminary work on transport forecasting using  mobile network big data under the conference track ICT4D Sri Lanka : Challenges, Opportunities and Solutions. |paper|presentation slides|
WSIS is the is the UN’s annual gathering of ICT for Development stakeholders.  The main organisers are ITU, UNESCO, UNDP and UNCTAD, though there is significant participation from other agencies such as UNDESA, FAO, UNEP, WHO, UN Women, WIPO, WFP, ILO, WMO, UN, ITC, UPU, UNODC, UNICEF and UN Regional Commission .   The 2015 WSIS Forum, held in Geneva 25-29 May, was special in that this was the place where WISIS met the Sustainable Development Goals (SDGs), the successor to the Millennium Development Goals (MDGs).  Most of the sessions at this year’s WSIS Was organised around specific SDGs that the nations of the world are considering unto at the end of this year. LIRNEasia at Open Data Conference

I’m scheduled to talk about how data that is in the hands of private entities at the Open Data Conference in Ottawa May 28-29. While this next generation of “open data” is slowly emerging, key questions and persistent obstacles need to be considered. What sort of incentives lead businesses and nonprofits to decide to share their data assets? How can potential users of the data help allay concerns about privacy and competitive risks, and how should such users be chosen? What sorts of legal and technical frameworks — be they APIs, data pools, or research partnerships — are best suited to maximizing the public value of private data?
UNESCAP in partnership with the International Think Tank for Landlocked Developing Countries (ITT-LLDC) held an Expert Workshop on ICT for Promoting Inclusive and Disaster Resilient Development, from 14-15 May 2015 in Ulaanbaatar, Mongolia. I represented LIRNEasia and shared our recently completed research enhancing the role of ICTs for Disaster Risk Management(DRM), that was led by Shazna Zuhyle. I made two presentations. The first looked at emerging trends in DRM including the use of mobile network big data for disaster risk mitigation and planning. The second looked at the role of ICTs for DRM in SriLanka.
We are organizing two sessions and are featured in two others. On the first day, 15th May (Friday), the completed and ongoing work on systematic reviews will be showcased at 1100 hrs. The team leaders on the education, mobile money and SME systematic reviews will present their ongoing work. On the same day, at 1530 hrs, LIRNEasia will join its sister organizations RIA and DIRSI in a panel that discusses data for development. On the fourth day at 0900, we are organizing a session on taking evidence from big data research to policy.
A special seminar on big data was recently organized as part of the 46th UN Statistical Commission meetings, which were held at the UN from 3-6 March 2015. ITU, which was participated in the seminar, mentioned LIRNEasia’s ongoing research on leveraging mobile network big data for development. LIRNEasia’s Team Leader for big data research, Sriganesh Lokanathan, was the main author on big data in ITU’s Measuring the Information Society 2014 report, which formed the foundation for ITU’s presentation at the event.
