CEO Helani Galpaya was invited to speak in one of the panels at the Second European Multidiscriplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies held 26-27 April 2018 at Cardiff University, Wales. The theme of the conference this year was “Overcoming Inequalities in Internet Governance: framing digital policies and capacity building policies”. The conference was a peer-reviewed academic conference, but had two panels to which speakers were invited based on expertise. Helani spoke on the panel titled “Politics and Policy of Cyber Capacity Building” which had three other speakers: Emily Taylor (Chatham House), Panagiota-Nayia Barmpaliou (European Commission), Robert Collier (UK Cabinet, Foreign & Commonwealth Office). The panel was moderated by Andrea Calderaro (Cardiff University).
Helani Galpaya was invited as an expert speaker to the Intergovernmental Group of Experts (IGE) on e-Commerce and Digital Economy meeting which took place during UNCTAD’s eCommerce week. Helani’s presentation focused on the state of connectivity, use of mobile payment and level of eCommerce use in the Global South, as revealed by the AfterAccess surveys LIRNEasia, RIA and DIRSI have just completed. She was also an invited speaker at the first IGE in 2017.
My colleagues and I at LIRNEasia are delighted that Rohan Samarajiva has been appointed as the Chair of the ICT Agency of Sri Lanka. As a frequent commentator on ICTs, development and regulation, it’s well known that he has a strategic vision of what the ICT sector can achieve and contribute to Sri Lanka’s people and our country’s place in the world. As a former regulator, he knows the important role government (or a government agency like ICTA) can play in enabling that vision. But at the same time (and what I consider an important facet) is that he is a firm believer in what government does NOT have to do, if the private sector, well-functioning markets, and a civil society are available. So ICTA is in good hands in terms of finding it’s “place” in the world, and hopefully enabling the ICT-actors in Sri Lanka and citizens reaching their maximum potential.

Helani was in the first panel titled "Alphabet Soup" which introduced concepts of Internet Governance and the connection between IG and media development. 
CEO Helani Galpaya was invited to speak at the Intersessional Panel of the UNCSTD. Her presentation was based on three themes at LIRNEasia. 
The inaugural board meeting of the Global Partnership for Sustainable Development Data (GPSDD, more popularly known for their twitter @data4SDGs) was held on the 22nd of September. I participated as a GPSDD board member. Significant achievements have been made by GPSDD since its inception, culminating in high level support for the need for good data to measure SDGs, with many nation states making statements at the UN General Assembly which concluded just two days before the board meeting. But countries saying the right things (i.e. 
UNCTAD (UN Commission on Trade and Development) is increasingly creating interesting spaces for discussing the digital economy. Their first meeting of the Intergovernmental Group of Experts was convened 4-6 October 2017 in Geneva. Our CEO Helani Galpaya was invited to speak on the specific challenges faced by developing countries in attempting to measure eCommerce activities. The meeting coincided with the 2017 Information Economy Report, the annual publication by UNCTAD, which this year had the theme of “Digitisation, Trade and Development”. Helani’s talk also mentioned the upcoming nationally representative surveys in 17 global south countries (including 6 in Asia) as being a good source of data on ICT use by households and individuals as well as (in Africa) informal enterprises.

Just over four years ago, in August 2013, Helani Galpaya and I came to Nay Pyi Taw to deliver the regulatory module of a multi-day course offered by a number of different organizations, including the GSMA and the World Bank. For me, it the second visit to Myanmar and the first to Nay Pyi Taw, the mysterious new capital of an enigmatic state. For Helani, it was the first visit the country. It is customary in these kinds of events for the “dignitary” who inaugurates the event to make his speech and then leave. Deputy Minister U Thaung Tin was different.

The Broadband Commission’s “Working Group on the Digital Gender Divide” is now available online. Our CEO, Helani Galpaya, consulted as an external expert to the commission on this document. The report highlights the need for urgent action to bridge the digital gender divide, and makes broad recommendations to governments/policy-makers, the private sector, NGOs, IGOs and the academia, in the following areas: Collecting and understanding the kind of data that reflects gender disparities in internet and broadband access as well as use Involving women and other relevant communities in the process of developing digital strategies, policies, plans and budget Addressing the digital gender divide in terms of key barriers including problems with accessibility, affordability, safety of use, digital skills and relevance of content Enhancing cooperation between stakeholders to share good practice and lessons Read the full report here.
