The evidence is strong about positive impacts on livelihoods from simply the connectivity enabled by existence of mobile networks in rural areas. With regard to information services provided over those networks, by the government or by the private sector, the evidence is not as clear. I frequently use the phrase “a crisis is too valuable thing to waste” usually attributing it to Rahm Emanuel, Obama’s first Chief of Staff. Ooredoo losses and growth both slow

It appears that Ooredoo is turning around its Myanmar operations. Qatari telecom firm Ooredoo continues to reduce losses in its Myanmar arm relative to 2015, according to the group’s third-quarter results, although the Myanmar operation saw new subscriptions dip compared to the last two quarters. Unlike rival telco Telenor, Ooredoo’s Myanmar operations are not yet consistently profitable. But the Qatari firm’s Myanmar arm is still having a much better year financially than in 2015. Across the first three-quarters of 2015, Ooredoo’s earnings before interest, tax, depreciation and amortisation – EBITDA – were negative Q30 million (K10.
There is proof that the government of Sri Lanka pays attention to international benchmarks. When the ITU’s Measuring the Information Society Report showed that Sri Lanka had some of the lowest mobile voice charges in the world (p. 102), the government took prompt action by increasing taxes on voice, SMS and value added services by 80 percent and on data by 160 percent (even though Sri Lanka was not as low as for voice, but the prices were in the low range). The logical conclusion is that they want the people to decrease use of voice and data caused by these low prices. But they want to use public funds to develop ICT based services, as indicated by the 479 percent increase in the vote of the Ministry of Telecom and Digital Infrastructure.
Now that we’ve had some time to figure out 4G/LTE, we got to start on 5G. But it seems it will be some time before the standards will settle, according to the NYT. You may soon start hearing a lot about 5G, or the fifth generation of wireless technology. This technology is expected to leap ahead of current wireless technology, known as 4G, by offering mobile Internet speeds that will let people download entire movies within seconds, and it may pave the way for new types of mobile applications. Yet many challenges exist before 5G becomes part of our daily lives.
Ideally, we would have had findings. But we are in the middle of research, so what we can present is work in progress: problems that have been faced; those that have been solved; those we’re still working on; etc. Hopefully, once we get our hands on the needed epidemiological data we will present findings in a few months. China is good at mobile innovation

I was surprised to hear an otherwise knowledgeable person participating in the Grand Challenges discussion here at University of Washington say there was no innovation in China. The time and place were not right for that discussion. But then NYT came with a substantive refutation: Snapchat and Kik, the messaging services, use bar codes that look like drunken checkerboards to connect people and share information with a snap of their smartphone cameras. Facebook is working on adding the ability to hail rides and make payments within its Messenger app. Facebook and Twitter have begun live-streaming video.
MPT is the former monopoly supplier and still has the largest customer base. But their new managers have reason to be worried whether they can hold to the customers. Telenor is a major player skilled in implementing the budget telecom network model and is nipping at MPT’s heels. Ooredoo has deep pockets. When the VietTel led fourth operator gets going, MPT can expect even more pressure.
