LIRNEasia’s first publication for 2018 has just arrived. Summing up the learnings from multiple projects, LIRNEasia’s Human Capital Team Leader Sujata Gamage contributed a chapter to Education in South Asia and the Indian Ocean Islands, edited by Hema Letchamanan and Debotri Dhar for a prestigious book series entitled “Education Around the World” published by Bloomsbury. She is now engaged in converting these insights on general education into practical policy measures at the invitation of the Ministry of Education of Sri Lanka. The book also includes a chapter on higher education, co-authored by Board Member Vishaka Nanayakkara.
A team of GIS experts at LIRNEasia is building an open re-demarcation tool to encourage trust in the process of electoral reforms.

It is indeed possible to measure the performance of a school in terms of its efforts to provide a holistic education.
LIRNEasia Lead Scientist, Sujata Gamage, presented a paper on “Merits of the Carnegie Basic Classification for Benchmarking the Performance of Universities in the South” at the 8th Globelics International conference held on 1-3 November 2010 in Kuala Lumpur, Malaysia. Last week, LIRNEasia’s lead scientist and the director of the knowledge to innovation project, Dr Sujata Gamage, made a presentation to the annual sessions of one of Sri Lanka’s oldest social science associations, the Social Scientists’ Association (SSA), on the literature pertaining to Research to Policy and how to take research to the policy process. Given the preoccupation of those associated with the SSA with the ethnic issue in the past decades, the very fact that they invited Sujata to react to the papers that were presented suggests a transition is underway from Right to Protect (R2P) to Research to Policy (R2P). The presentation is likely to be useful for anyone wanting a quick and comprehensive overview of the literature. It uses the work being done at LIRNEasia on the delivery of government services with IDRC support as an exemplar and is possibly the first publication of some of the findings of her research on self-organizing networks that are emerging among Sri Lankan local government authorities.
The colloquium was conducted by Nalaka Gunawardena. The colloquium began by Nalaka explaining the big picture; Climate change and energy use. Global warming is not new but the rate of global warming is. There is a multiplicity of gases causing global warming and their sources. Looking at the Green House Gas (GHG) mix, Carbon Dioxide is dominant.
A research report entitled, ‘Internet Presence as Knowledge Capacity: The Case of Research in Information and Communication Technology Infrastructure Reform’, authored by Sujata Gamage and Rohan Samarajiva has been published in the Information Technologies and International Development (ITID) journal (Spring 2008). The full report is available online; an abstract follows: Abstract: Knowledge is an important driver of development. As the production and dissemination of knowledge become increasingly mediated by the Internet, the Internet presence and connectivity of researchers are becoming more valid than the conventionally used publication- and citation-based indicators. This article presents a methodology that includes the use of the Google Scholar search engine to locate knowledgeable individuals in Asia in a policy-relevant field, paying particular attention to locating researchers in developing countries or in nonacademic settings in Asia. Internet presence is not a guarantee of quality.
“Without question, the book addresses an important and timely issue. The organization of the book around the four pillars of the business environment, the information infrastructure, the innovation system and human resources, is praiseworthy. The book must be commended for bringing up the topic of what should (and should not) be done, as the Sri Lankan economy moves from reliance on agriculture to reliance on services and valued-added agriculture and industry. It contributes to and adds credence to an ongoing discussion on this subject in Sinhala and English in the popular media” This is the first paragraph of the review Rohan Samarajiva did on ‘Building the Sri Lankan knowledge economy’. The publication was launched sometime back.
