We have been requested via social media to shed light on MNP, I gather in light of various dissatisfactions about what all ISPs did in terms of blocking websites in the past few years. Attachment to the number, the costs involved in printing up new business cards, etc were seen by many in the West as a barrier to customers changing from one operator to another. There are instances when we have unequivocally recommended MNP. But as a general rule, one has to weigh the pros and cons. This slideset is the most comprehensive I could find, though it was worked up for small economies where the economic case for MNP is much harder.
I think it’s perfectly alright for consumers to boycott various products. That’s almost part of consumer sovereignty. When we buy one thing, we don’t buy its substitutes. But the 969 boycott in Myanmar has an added twist. The anti-Muslim hatemongers are asking their followers to refuse to answer calls from Ooredoo numbers.

LK TRC dumps MNP while BTRC sticks to it

Prepaid has diminished the appeal of Mobile Number Portability (MNP). A recent study of GSMA suggests that merely 25% of developing markets have introduced MNP, while only a further 15% are known to be implementing it in the future. It means about 60% of regulators in the developing world have either decided against introducing MNP, or have made no progress to date. Sri Lanka Telecommunication Regulatory Commission (SLTRC) has found no value in MNP. The director-general of SLTRC, Anusha Palpita, told local media: ‘The main beneficiary of [MNP] and those demanding it [would be] post-paid mobile subscribers.
Under Sri Lanka’s law, if an operator goes out of business, the Director General of Telecom has to run it. This used to be one of my nightmares. I knew how to regulate, but did I know how to run a company? The Daily Star paints a grim picture of Citycell, a Bangladesh CDMA licensee. So grim that I should feel sorry about reiterating criticism of the discounting of their payments by the government when the licenses were up for renewal.
It’s been a few weeks since this presentation, developed on the basis of work Tahani Iqbal did while she was at LIRNEasia. It had one piece missing, the importance of timing. This was pointed out by my colleague M. Aslam Hayat. If MNP is introduced when a new and hungry entrant comes into the market, it could make a difference.

Pakistan: End of MNP?

Has Pakistan made mobile number portability a terrorist act? The Minister directed Chairman PTA to revisit the whole system and ensure that all those illegal SIMS which are being used on stolen identity shall be blocked. The meeting decided that in view of the grave complaints, Mobile Number Portability (MNP) by the service providers is banned in future and anybody found violating should be booked under Anti-Terrorism Act, 1997 as it is against the national security. Anybody misusing, sending threatening emails or tampering with email address, mobile phone via SMS, MMS etc shall be dealt with under ATA and other relevant sections of law. News report.
Chanuka Wattegama has made a strong case for MNP to be examined at a public hearing. LIRNEasia has some relevant research, but the material below is all Chanuka’s. I was traveling and did not see this piece until today. While not unfamiliar to North America and Europe, Pakistan and India were the only South Asian countries to implement MNP. Pakistan maintains a central database with all its mobile user data.
When we do not push stories, but yet our research gets picked up by the media, that’s real success. Tahani Iqbal’s work on mobile number portability was completed in 2009, but was yesterday cited in a story on the launch of MNP in India. A study paper by LIRNEasia, a regional ICT policy and regulation think tank based in Sri Lanka, says that ARPUs in Bangladesh, Pakistan, India and even Sri Lanka are at an all-time low, especially amongst prepaid users, ranging between just $ 2-5. “There is very little room then for MNP to drive price competition and push tariffs that are already at rock-bottom,” said the paper, authored by Tahani Iqbal. Iqbal says that MNP implementation is a costly venture, with high recurring costs due to the technology involved.
The common wisdom is that mobile number portability is an unmitigated good. But the whole point of doing research is challenging common wisdom. Based on evidence, we found that MNP has little relevance for our constituency, those at the bottom of the pyramid. We said so to Indian media, saying it would be a good thing for post-paid and corporate customers. We now find those ideas reflected in Indian media coverage, though not always with attribution, as for example in the Times of India: MNP works best with post-paid customers, as they are the highest paying of the lot.
A story that extensively draws on LIRNEasia research by Voice and Data has coined a new and probably more appropriate term for MNP: not mobile number portability but multiple number possession. MNP seems to be another case of applying Western regulatory instruments without looking at the actual context and needs. In the interview, I said that I too had favored MNP in the old days, but that the results of the Teleuse @ BOP surveys, especially the qualitative studies shows we need to rethink. If we are implementing number portability (which could be useful for corporates and high-end customers) we need to ensure that the costs of portability are assigned to those who cause them and not the operator who is losing the customer. The simple fact that multiple SIM ownership has increased in Pakistan which was the first in the region to implement MNP should suggest something.
The implications of mobile number portability (MNP) were discussed at a Workshop on Implementing Mobile Number Portability, held in August 2007 in Islamabad, Pakistan. The forum, comprising participants from the Asia-Pacific, the Middle East and Africa, provided insight into the technical, regulatory and operational aspects impacted by the porting process, with a focus on the Pakistani MNP experience. The reasons cited in favor of MNP were classified into advantages to subscribers and regulators. The former were benefited by an increase in choice (of packages) and the eliminated costs of having to inform third parties of a number change, while the latter saw MNP as an approach to attract new investment and generate healthy competition. Operators on the other hand, were split in their views; new entrants and operators with smaller market share were of the view that it would create fair play in the industry, but larger operators with significant market power were, unsurprisingly, against the implementation of MNP.
