Malathy Knight-John, LIRNEasia Research Fellow, has been awarded the PhD degree by the University of Manchester for research conducted on the subject “Privatisation, Competition and Regulatory Governance: A Case Study of Sri Lanka’s Telecommunications Sector.” This research drew on the work she did on the Telecom Policy and Regulatory Environment of Sri Lanka for LIRNEasia since 2006. We offer our warmest congratulations to Malathy on achievement of the highest degree and wish her the very best in her future scholarly endeavors.

The WDR Expert Forum, held in association with the Institute of South East Asian Studies (ISEAS), took place at the Changi Village Hotel, Singapore from March 2-3, 2007. Colombo, Sri Lanka. 19 December 2005: Sixteen per cent of the revenues of Bangladesh’s Grameen Phone come from four per cent of customers. And they are not the most affluent people; they are village phone ladies. This is one of the key findings of recent research conducted by LIRNEasia. LIRNEasia, an Asian research organization based in Colombo with a particular focus on issues relating to ICTs and development, today released a study titled, “An Investigation of the Replicability of a Microfinance Approach to Extending Telecommunications Access to Marginal Customers” which indicates that the widespread perception that it is not economical to serve “marginal customers”/ the poor is a myth.

The course, Catalyzing change: Strategies to achieve connectivity and convergence, is designed to enhance the strategic thinking of a select group of senior decision makers in the telecom and related sectors in Asia and elsewhere. Previous Telecom Reform courses have been offered in Africa, Europe, Latin America and the Caribbean.
NEWS:SL [National Early Warning System: Sri Lanka] was presented to the �Presidential Commission of Inquiry to Inquire into Matters Relating to the Conduct of Relevant State Institutions/Agencies Following the Natural Disasters which Occurred on 26 December 2004, and the Measures that Should be Taken to Improve Early Warning Mechanism for Natural Disasters and Thereby to Prevent or Mitigate Such Devastation� following a presentation of same to the Commission� on March 15 2005, less than three months after the greatest catastrophe faced by Sri Lanka in modern times. The salient features of the Concept Paper were presented to the Commission, in addition several other research findings relevant to the Commission. The importance of an all-hazards approach was stressed and governance model options were discussed. Recommendations on actions that are needed by government were made and intended actions by the Vanguard Foundation were presented. Commission members, retired Supreme Court Judge H.
The Vanguard Foundation and LIRNEasia held an Expert Consultation, on January 26th 2005 (Crystal Room, Taj Hotel, Colombo Sri Lanka) to obtain views and ideas on a national all-hazards warning system for Sri Lanka. Four presentations were made, providing a broad framework for discussion with participants, to provide input for a concept paper that Vanguard Foundation and LIRNEasia will produce, with recommendations for such a system. Rohan Samarajiva started out by introducing the four case studies that LIRNEasia will be conducting this year which will be LIRNEasias contribution to the Expert forum to be held in September-October 2005. Since all four study teams were represented, Rohan gave an overview of the terms of reference common to the projects and went over the timeline. Rohan observed that a good research organization and a consulting firm has a common culture, values and quality standards. This is not the case for bodyshops and hence their output was unpredictable, varying from mediocre to excellent. LIRNEasia will not be a bodyshop but will build a common organizational culture, value and standards using multiple methods, the colloquium being one.
