   At the invitation of FAO, our CEO, Rohan Samarajiva, Research Manager, Nilusha Kapugama and I spent two days (April 3-4, 2012) in Bangkok participating in a regional FAO/ NECTEC workshop on the use of mobile technologies for food security, agriculture and rural development. The workshop brought together representatives from the agriculture ministries/ departments of 10 countries in Asia (Bangladesh, Cambodia, China, India, Indonesia, Malaysia, Philippines, Sri Lanka, Thailand and Vietnam), FAO personnel as well as the private sector, including operators of Mobile Agricultural Information Services (MAIS). LIRNEasia research on the use of mobiles by the poor as well as in rural development set the stage for most of the sessions. Rohan, presented the latest findings from the Teleuse@BOP surveys; Nilusha presented some findings from the agricultural micro-enterprise survey (growers & non-growers); and I talked about the lessons and challenges of the current crop of MAIS in the region.  The workshop interactions, especially the working group discussions facilitated by Rohan and myself, were eye-opening.
LIRNEasia‘s  agricultural supply chain work from our current 2010-2012 research cycle was shared with the media at a dissemination event in Bangkok, Thailand. The event was intended to highlight some of the findings from the meta-study of ICT interventions in Thailand conducted for LIRNEasia by Deunden Nikomborirak. Presentations by the speakers are included below. The second of the videos features Rann Vijay Kumar, an agricultural first handler from Samasthipur in Bihar, India. He regularly buys vegetables and cereals directly from farmers, which he then stores and sells to wholesalers. He relies heavily on his mobile phone: to stay in touch with both his supplier farmers and buyers, and to know the latest market prices. Prior to using a mobiles, he used public phones, or passed messages around. Today, he travels less and talks more.
We had the pleasure of participating in the 3rd Joint National Conference on Information Technology in Agriculture at the University of Ruhuna, Mapalana Campus, on the 29th of December 2011. Improving supply chains with FDI

India’s opening up of retail services to foreign investors will bring in capital and expertise to make supply chains more efficient. Analysts have estimated that up to 35 percent of Indian fruits and vegetables spoil before they get to market, largely as a result of an antiquated supply system that includes many wholesale markets and middlemen. Partly as a result, Indian food prices often rise quickly when there are minor disruptions in the supply or harvest of staple crops like onions and potatoes. Food inflation in recent months has been hovering near 10 percent. While some companies have begun building supply networks in parts of India, Mr.
Our agri value chain work starts from the agriculture side and hopes to end up with solutions that include ICTs is some form. This is not that easy. This fascinating article about how venture capital is focusing on ICT applications gives some excellent ideas. His firm has invested in RelayRides and other start-ups that stretch the definition of clean tech investing. They include the Climate Corporation, for extreme weather insurance; Clean Power Finance, which runs an online marketplace for financing residential solar panels; and Transphorm, which makes tools that reduce power loss when electricity is converted in data centers or industrial motors.
The whole point of a public lecture is to catalyze thought and action. It’s been three months and the first evidence I saw of anything being catalyzed was the phone call I got from Bandula Mahanama, the speaker we invited from Polonnaruwa. He had some plans about reducing risks from the Minneriya reservoir and wanted me to come. He and his colleagues from six farmer organizations wanted a Colombo partner. I went with Lakshaman Bandaranayake the CEO of Vanguard Management who has been our steadfast partner on all dam-safety related projects.
Today I spoke at the Future Gov, Sri Lanka conference. After a long time, I had a technical glitch (I raely do, because I work with simple slides and I go early and test; I did all that but the test was not done on the conference machine, fully. Not for the lack of asking). Anyway, here are the slides and the video that was not shown. I made a case for governments freeing up basic data on a non-discriminatory basis.
Since 2009, farmers in Sri Lanka,  have been able to benefit from a new service called Tradenet which provides agricultural market price information through mobile phones. The service is a joint initiative between Sri Lanka’s largest mobile phone operator (Dialog Axiata PLC.) and a not-for-profit called Govi Gnana Seva (GGS). GGS which means “Farmer Knowledge Service” has since 2003, been collecting and dissemination wholesale agricultural produce trade information. An evaluation of this new service by LIRNEasia found that farmers were able to get livelihood benefits by using this system.

ICTs and Agriculture

Some of the actionable research done by LIRNEasia, were highlighted at an event organized by the Bhutan Infocomm and Media Authority (BICMA), in Thimphu on 9 May 2011. One of the areas of research presented was Agriculture. According to the World Bank, nearly half the labour force in Bhutan is engaged in Agriculture, however as in most South Asia countries, the sector’s contribution to GDP is less than proportional. LIRNEasia’s research on agriculture has highlighted the importance of access to accurate, timely and actionable information improved the efficiency of the agriculture value chains. The presentation looked at the services available for delivering information to farmers in South Asia.
LIRNEasia‘s continuing work on the role of ICTs, and in particular mobiles, in improving the livelihoods of the rural poor, was recently published as a chapter in an IDRC publication called “Strengthening Rural Livelihoods – the impact of information and communication technologies in Asia.” The chapter titled “Price transparency in agricultural produce markets: Sri Lanka” covered the results from a year long study of the livelihood impacts for farmers from using a mobile-based price information service called Tradenet. The chapter was co-authored by LIRNEasia researchers Sriganesh Lokanathan, Harsha de Silva and Iran Fernando.
LIRNEasia celebrated Sri Lanka’s 63rd anniversary of Independence by discussing how to bridge the information and knowledge gaps in the rubber and pineapple value chains in the country, based on the extensive value-chain research conducted by LIRNEasia researchers led by Sriganesh Lokanathan over the past six months. In addition, we initiated research planning for value-chain research in Bangladesh, India and Thailand that will constitute the Knowledge-Based Economies module of LIRNEasia’s current research cycle. Participants from Bangladesh, India, Korea, Nepal and Thailand participated in the rich discussion. Experts from within Sri Lanka included agriculture and demand-side research specialists. The summary report will be posted shortly.
We documented the research done by Jensen and Aker on the benefits of mobiles to producers and consumers. Now we have a third good piece of research, this time not of decentralized information provision, but of centralized provision in India with the e Choupals. ITC Limited, an Indian company that is one of the largest buyers of soyabeans, felt it was paying over the odds, but was unable to monitor the traders closely. Starting in October 2000 it began to introduce a network of internet kiosks, called e-choupal, in villages in Madhya Pradesh. (Choupal means “village gathering place” in Hindi.
More food for thought for discussions on whether the emphasis should be on agriculture, which is said to employ the most people, or on services, which has the most potential. Sri Lanka has generated 234,000 service sector jobs in the third quarter of 2009 from a year earlier, though 89,000 jobs were lost in industry, and 240,000 were lost in the farming sector, a government survey showed. The data does not include Sri Lanka’s Northern province, which had just emerged from a 30-year war. The agriculture sector shrank 0.9 percent in the quarter, with paddy production falling 28.
Mobile phone message services like one deployed by the financial news agency Reuters to over a million farmers in India, could help Sri Lankan farmers earn more for their produce, experts said. Ranjit Pawar of Reuters Market Light, India said their SMS (short message service) in India provide farmers timely information and helps eliminate middlemen. “A farmer told me, ‘If I had timely information I could have made 40 percent more money,’ when we launched the short message service in India,” Pawar told a seminar on knowledge based economies. Sarvodaya Fusion launches FarmerNet

The ICT arm of Sri Lanka’s largest community-based organization, Sarvodaya, launched its FarmerNet initiative last month. They have been kind enough to mention that the initiative had been triggered by a LIRNEasia presentation at a National Telecenter Alliance event. As an organization committed to catalysis, we are gratified. And we wish them well. The premise of the initiative is to create an efficient marketplace, using information technology to reduce transaction costs.
