WiFi in the Valley

A consortium of technology companies, including I.B.M. and Cisco Systems, announced plans Tuesday for a vast wireless network that would provide free Internet access to big portions of Silicon Valley and the surrounding region as early as next year. The project is the largest of a new breed of wireless networks being built across the country.
LIRNEasia, in association with the National College of Public Administration and Governanace, University of the Philippines, Diliman, is organizing the inaugural CPRsouth conference, in Manila, Philippines from January 19-21, 2007. UK city gets into free wi-fi game

“Norwich is pioneering a free wi-fi project which covers three sectors of the UK city and its centre. The £1.1m, 18-month pilot has been live for three weeks and is backed by the East of England Development Agency. Paul Adams, from Norfolk county council said: “It allows people to see the benefit of wireless technology.” The city centre, county hall and educational establishments such as the university all have wi-fi access.
Inadequate backbone infrastructure in Indonesia has been widely regarded as crippling its telecom sector. Uneven development of the backbone has meant that much of the East of the country has no fiber-optic based backbone network and those islands have to rely on more expensive satellite links. Poor long-haul domestic infrastructure has meant that many parts of the country do not have access to basic communication and those that are connected have some of the world’s highest leased line and Internet prices as my earlier study shows. The Indonesian government’s ambitious Palapa Ring project to create a fiber ring connecting the major islands had been shelved post the 1997 Asian financial crisis. Recently, however, efforts have been made to revive a modified version of the earlier vision.
There is an international report in a reputable medium (Reuters AlertNet) about a text messaging for disaster warning development in Sri Lanka. This is a request to whoever who is responsible for this project to give it publicity within the country, not limiting the publicity to foreign media. “Sri Lanka has also been trying to harness the mobile phone as a powerful warning device, and is working on a text message alert system to give people a crucial few minutes to seek safety if another tsunami hits.” The story that contains this claim is at Alertnet:

Competition in emerging Asia has spectacularly succeeded in extending connectivity and, now, is also bringing down prices. But there has been little improvement in service. It looks like that too is happening in the US which has facilities based competition between cable and conventional telephone companies. “When workers from AT&T and Verizon visit homes to install their new television services, they come with blue hospital booties that they slip over their shoes before going inside. There has been considerable discussion in Sri Lanka about the need to unlicense the 2.4 GHz band used for WiFi. The Director General has assured that a Gazette reducing the license fees to LKR 100 is on the way (it would good if this can be posted on the TRC website). While this constitutes significant progress and is indicative of the progressive approach of the current leadership at the TRC, the fact remains that a license fee of LKR 0 with a postcard notification, or complete unlicensing is the right solution. At the upcoming Digital Opportunity Forum organized by KADO (Korean Agency for Digital Opportunity & Promotion) and the ITU being held in Seoul, Korea, five researchers from LIRNEasia have been invited to present. Rohan Samarajiva will be giving the keynote speech on Bridging the Divide: Building Asia-Pacific Capacity for Effective Reforms and will act as the Chairman of the Forum. Payal Malik will make a presentation on the Policy Implications from the DOI analysis of India; Divakar Goswami will present on DOI Applied to Indonesia: Assessing ICT Policy & Regulatory Environment; Joseph Wilson will present on Digital Opportunities in Pakistan: An Overview and Lorraine Salazar will present on The Case of the Philippines.
LIRNEasia’s 2005-06 research program laid bare the policy and regulatory conditions necessary for the successful mobilization of ICTs to serve the needs of people in specific emerging-economy contexts.  The research has identified hitherto unknown aspects of telecom use by low-income users, analyzed various non-optimal, but best-available, workaround options to connect people to access networks in the context of dysfunctional policy, regulatory and market environments, and provided critiques of large scale policy and regulatory actions for building out backbone and access networks. The current potential global Business Process Outsourcing (BPO) market of USD 11.5 billion is expected to grow ten-fold to around USD 120-150 billion in the near future. However, Sri Lanka only recently started emerging as a potential destination for outsourced work. Given that the BPO industry is in its infant stages in Sri Lanka, there is a dearth of quantitative and qualitative information regarding the sector. LIRNEasia was commissioned by the Information and Communication Technology Association (ICTA) of Sri Lanka to conduct a baseline sector analysis of the BPO industry in Sri Lanka.

The DOI measures the magnitude of the digital divide in a country, and uses the percentage of population covered by mobile cellular telephony, internet access tariffs and mobile cellular tariffs as a percentage of per capita income, proportion of households with fixed telephone, computer, internet access at home, etc to measure digital divide.
