LIRNEasia’s preliminary round of mobile broadband quality testing in selected locations in Western Province unveils both hopes and issues. The good news is that the quality of both key pre-paid mobile broadband services is satisfactory, in majority of locations. However, unusual quality drops in several places indicates that this performance is not always a certainty. In general, a mobile broadband user in Western Province can expect a reasonable quality unless a rare issue like the distance from a tower or a higher number of simultaneous users hinders it. LIRNEasia tested the broadband quality of the popular pre-paid High Speed Packet Access (HSPA) broadband connections of the two key providers.
The literarcy rate in Tamil Nadu is above that of the national average. Health workers assisting in the Real-Time Biosurveillance Program (RTBP) in Tamil Nadu, all of whom are female, 68% have 10 years of education and the rest only 12 years of education. They have more than 10 years experience working in the field providing primary health care and reporting on relevant health statistics to the government. These health workers (few of them are in the photo with their backs to you) were given training and mobilized with the mHealthSurvey, mobile phone application, for submitting patient disease/syndrome data for the surveillance of epidemiological events. Vijayraghavan, Director of the National Center for Biological Sciences, in Bangalore is one of five recipients of this year’s Infosys Science Foundation prize, given to world-class researchers in social science in India. Along with our friends from the Indian Institute of Technology Madras’s – Rural Technology and Business Incubator, Prof. Vijayraghavan is one of the Investigators of the Real-Time Biosurveillance Program (RTBP) carried out in the state of Tamil Nadu in India and Sri Lanka.
“I can’t imagine how and based on what measure TRAI set 256kbps internet connection as broadband. It’s very difficult for users to work with this speed. Please don’t compare Bangladesh and Sri Lanka while setting standard for India.” This was how a reader responded when Indian Express online carried a story on the dissemination of the findings of LIRNEasia’s broadband research at the GRT Grand Hotel convention centre in Chennai on November 3. Another story in ‘The Hindu’ quoted Timothy Gonsalves PhD, Head of Computer Science and Engineering Department, IIT-Madras, our research partner from IIT Madras saying the implication [of the latency introduced by complex routing of network traffic] for consumers is that though a user may get close to the speeds advertised by the operator while accessing servers within India, the download speeds from an international server for even a supposedly fast broadband connection would only be in the 200 kbps range.
Findings from LIRNEasia’s latest round of broadband quality of service experience (QoSE) testing has been published in Chennai’s Financial Chronicle and The Indian Express, two leading print newspapers in India. Read the two of the articles here and here. RTBP m-Health Connect in India

This past week, our friends from the Rural Technology and Business Incubator (RTBI) of the Indian Institute of Technology showcased the Real-Time Biosurveillance Program (RTBP) at the Connect 2008 exhibition hosted in Chennai, India from September 11-13. The theme of this year’s event, which is the 8th episode, is – Global Competitiveness and Equitable Growth-Driven by Innovation”. The action research: Evaluating a real-time Biosurveillance program, being pilot tested in the state of Tamil Nadu, India and the District of Kurunegala, Sri Lanka over the next 2 years to come is an innovation emphasizing m-Health. The two ladies: Geetha G (left) and Suma Prashanth (right) in the news articel are managing the RTBP project in India, which includes developing the technology and piloting the ICT system with Village Health Nurses in rural Tamil Nadu. At present, the technology partners RTBI, Auton Lab (USA), and Lanka Software Foundation (Sri Lanka) are jointly working on developing the end-to-end disease surveillance and notification software applications.
