In the larger scheme of things, telecom reforms are easy. But they involve technical expertise and are likely to result in terrible errors like Timor Leste’s multi-decade monopoly, Thailand’s concession contracts, Bangladesh’s fixed licenses, and so on, as we pointed out. The Reuters report provides a good overview of the challenges facing reformers in Myanmar. As Myanmar opens up after almost 50 years of army rule, and foreign investors descend on the resource-rich country of 60 million, its long-isolated institutions are struggling to keep up, raising the risk of a policy misstep that could wreck stability in this nascent democracy. The pace of change, already frenetic, looks set to accelerate after President Thein Sein announced on June 19 a second phase of reforms.
In a widely reported speech, the President of Myanmar has announced the government’s intention to permit private investment in telecom: Thein Sein, who took office 15 months ago after the military handed over power to his quasi-civilian government, said there was a need to consider reducing the state role in several key industries, including telecommunications, electricity, energy, forestry, education, health and “financial matters.” “The privatization that is in the second wave of government reforms does not mean we are going to break them up and sell them,” he added. He said the government aimed to triple GDP per capita by fiscal 2015/2016 and there was a need for more foreign help in terms of aid and expertise to boost the economy. “If you observe developing nations, the government’s budget alone is not sufficient to achieve their development goals … that alleviate poverty and require international grants, aid, loans and technical expertise,” he said.
Daw Aung San Suu Kyi was in Bangkok for the World Economic Forum. One of the questions she was asked was “what sectors she would look to promote first?” The summary of her answer was that the telecom sector is important as the need to have mobile phone for development is real and will look to support advancement in this field. She wants to target what she calls “low-hanging fruits” sectors to create jobs and bring Burmese migrant workers home. There is no doubt that telecom, especially voice and data communication over wireless platforms, is a low hanging fruit.
One hopes that the new law takes into account all the lessons we have learned in telecom reform in Asia in the past few decades. According to Nomura, a new telecom law, which could allow for more licenses (up to 5) and direct or indirect foreign operator participation, is currently in final stages of drafting.The telecom sector in Myanmar is likely to be on the radar for most telcos for incremental investment. Unstable politics and bottlenecks, including: 1) high handset prices ($45-600); 2) SIM registration cost of $150-200; 3) long waiting periods (up to 2 years) and connection hurdles; 4) poor networks and coverage; and 5) lack of competition have hampered growth. The government is now targeting 50 percent wireless penetration by 2015, implying a 50 percent CAGR.
Every year, IBM make five tech predictions that it is confident will be realized in the next five years: five in five. Number four this time is the prediction that the Digital Divide will be bridged, thanks to mobile devices. Mobile devices are decreasing the information-accessibility gap in disadvantaged areas. In five years, the gap will be imperceptible as growing communities use mobile technology to provide access to essential information. New solutions and business models from IBM are introducing mobile commerce and remote healthcare, for example.

Engagement with Burma begins

LIRNEasia has always believed in the efficacy of engagement and in the futility of boycott. Even when the conditions of our funding prevented us from spending money on citizens of Burma, we spent from our meager overhead funds to maintain engagement. We are continuing this practice at CPRsouth6 in Bangkok this month. Thus we are more than pleased to see the US removing the blocks on engagement with Burma: The steps Mrs. Clinton announced on Thursday were modest in scale but important symbolically.

Myanmar overtaken by North Korea

For the longest time Myanmar was not at the bottom of the world mobile rankings. That was because North Korea had a lock on that slot. Now North Korea has zoomed ahead, according to Reuters. Time for Myanmar to issue a few licenses. Preferably more than one.
In light of what’s going on in North Africa and Western Asia, the liberating potential of social media is very much on the agenda these days. Here is Clayton Shirky on the subject in a debate in Foreign Affairs: It would be impossible to tell the story of Philippine President Joseph Estrada’s 2000 downfall without talking about how texting allowed Filipinos to coordinate at a speed and on a scale not available with other media. Similarly, the supporters of Spanish Prime Minister José Luis Rodríguez Zapatero used text messaging to coordinate the 2004 ouster of the People’s Party in four days; anticommunist Moldovans used social media in 2009 to turn out 20,000 protesters in just 36 hours; the South Koreans who rallied against beef imports in 2008 took their grievances directly to the public, sharing text, photos, and video online, without needing permission from the state or help from professional media. Chinese anticorruption protesters use the instant-messaging service QQ the same way today. All these actions relied on the power of social media to synchronize the behavior of groups quickly, cheaply, and publicly, in ways that were unavailable as recently as a decade ago.

Weird prepaid mobile in Myanmar

The Kim-family-owned North Korea has the world’s lowest mobile penetration despite having issued a 3G license to Orascom. Right next to them at the bottom of the league table is Myanmar, which used to charge a horrendous fee to get connected only to postpaid. Now it appears that they have started offering some kind of non-renewable prepaid. Even mothballed Myanmar is coming along, albeit slowly. Until recently, its military rulers did not permit pre-paid mobile services on its network.
It is disappointing to see sirens still being promoted despite the demonstrated problems. And I think Kogami was present at the HazInfo dissemination event we held in Jakarta. Patra Rina Dewi, director of the Tsunami Alert Community (Kogami), a nongovernmental organisation working on disaster mitigation training for communities, said the knowledge people most need is whether an earthquake has the potential to become a tsunami. The current standard for this is an earthquake that occurs less than ten kilometres below the seafloor and is recorded as more than seven on the Richter scale. “But this kind of information should be translated into easy information for the people,” said Patra.

In 2003 they held Harvard Forum I (which, among the LIRNE.NET group only Alison Gillwald attended). One of the results was the funding of organizations like LIRNEasia that seek to remove policy and regulatory barriers to the use of ICTs. This time the focus was on “what next.

Some governments shut down telecom networks including the Internet to control dissent. Others do not. What are the conditions that give rise to the former action? Why do others not do this? Israel never shuts down telecom networks but Sri Lanka does.

While some Asia-Pacific economies are world leaders in information and communication technologies (ICT) where broadband access is ultra-high speed, affordable and close to ubiquitous, in most of the region’s poorer countries Internet access remains limited and predominantly low-speed. This is what ITU’s Telecommunication/ICT Indicators Report for the Asia-Pacific region 2008 says. It was released at ITU TELECOM ASIA 2008, Bangkok, Thailand yesterday (Sept 2, 2008). The Report finds evidence that ICTs and broadband uptake foster growth and development, but the question remains as to the optimal speed that should be targeted in view of limited resources. The area in which the region really stands out is the uptake of advanced Internet technologies, especially broadband Internet access.
A United Nations survey of global e-government readiness has found that many Asian countries are sliding down the rankings. Just one Asian country—South Korea—made the top ten coming in at sixth, with Japan next on 11th.   The next highest was Singapore at a surprisingly low 23rd, and Malaysia at 34th. The top 35 countries are otherwise dominated by Europe, Australasia and North America.  The biggest revelation was that most Asian countries are sliding down the rankings.
YANGON (Reuters) – Without warning, Myanmar’s military government has ordered a massive 166-fold rise in the annual satellite television levy in an apparent attempt to stop people watching dissident and international news broadcasts. With no word in state media of any license fee increases, the first satellite dish owners knew of the hike was when they went to pay the 6,000 kyat levy, only to be told it was now 1 million kyat ($780), three times the average citizen’s yearly income. An official at Myanmar Post and Telecom confirmed the increase on Wednesday, but was at a loss to explain it. “It’s not our decision,” the official, who asked not to be named, told Reuters. “We were just ordered by the higher authorities.
