Developing countries have tended to focus on disaster relief and rehabilitation at the expense of strategies to prevent or mitigate effects of disasters in the first place. To a politician, the political payout from handing out relief materials to the disaster affected appears greater than investing in a national early warning system that may not yield any political reward during his/her tenure. Political expediency coupled with a mix of fatalism, laziness to undertake the hardwork required to implement mitigation/prevention strategies, low valued assigned to human life in developing countries have all contributed to the callous acceptance of natural disasters as a “fact of life.” Hence, the allusion to a “paradigm shift” referred to by the Indian minister, hopefully marks a policy shift rather than just a rhetorical one. ———— India, others work on region’s first disaster management policy The Hindu, August 22, 2006 New Delhi, Aug 22.
The Network Readiness Index is out. All the measured South Asian countries saw their rankings decline, but Sri Lanka, dropping 12 positions, was the worst peformer from the region this year. Indonesia, dropping 17 positions, was the worst in Asia. “The Report uses the Networked Readiness Index (NRI), covering a total of 115 economies in 2005-2006, to measure the degree of preparation of a nation or community to participate in and benefit from ICT developments. Bridging the digital divide is important. It may not be as important as ensuring safe water for all, or adequate healthcare, in terms of meriting investment of scarce public resources, but it is definitely important enough to merit concerted action to remove the artificial barriers to private supply. One of the best ways this can be done is by improving the knowledge that is brought to bear on the process.   The optimal way to achieve this is to create an environment within which international best practices are adapted to local circumstances by in-situ policy intellectuals. Some of these local experts could be in regulatory agencies and in government; but the optimal results will be achieved through participatory processes where all stakeholders, including the consumers are represented by knowledgeable experts.
LIRNEasia was invited to a meeting by the Ministry of Agriculture, Irrigation and Mahaveli Development to discuss dam safety, based on the concept paper we developed last year in collaboration with a large number of partners. Work is underway to develop a project for World Bank funding that includes dam safety and the upgrading of hydrological and metereological information systems connected to the Sri Lanka’s water resources. The World Bank task managers present emphasized that the project development as well as its implementation must be done in adherence to the principles of consultation, participation, ownership of the project by all parties, and transparency. LIRNEasia was the only non-governmental entity at the meeting that had 30-40 attendees. In my comments, I expressed our appreciation of the invitation and offered to share our expertise in the handling of public consultation projects and community involvement in last-mile disaster warning.
Sri Lanka’s Department of Census and Statistics will be conducting a household computer literacy survey in October 2006. The questionnaire for the survey has been posted on their website for comments. Comments have been requested by August 14, 2006. A excerpt from my analysis of the Sri Lanka Disaster Management Act in Lanka Business Online: Will we be ready the next time? The sad answer is no. The government has enacted framework legislation that falls short not only on basic criteria such as effective operation of a disaster authority, sustainable and stable funding and accountability, but even on clarity of drafting. No attempt has been made in the design to insulate the authority from the weaknesses of existing government institutions, though the Act does succeed in insulating the authority from public funds. The Road Map, reflecting an admirable commitment to action, is an excellent starting point for mapping priorities and achieving results.
The report presents a summary of the comments and observations made in the presentations and panel discussions on the 7 sessions of the Forum: Using ICTs for Effective Disaster Management. The Forum is an output of the CTO regional capacity building programs. The comments and observations made in this report are based on the outline of the Forum’s program, CTO suggested disaster management matrix, from observations made, and conversations with stakeholders at a Forum held at the Heritance Hotel in Ahungalla, Sri Lanka, 26-29 June 2006. The intent of this report is to identify issues for further consideration regarding the social scientific methodology of using ICTs in Disaster Management and to provide a set of notes that mention the various core activities of the participating stakeholders. The Sri Lanka Disaster Minister is quoted by the Sunday Times (23 July 2006, p. 2) as stating that “In the wake of last week’s earthquake and subsequent tsunami in Indonesia, the country was fully prepared within 23 minutes as an early warning reached the Met Department.” According to the 17 July timeline.ppt, the PTWC and the Japanese Center issued the first bulletin within 17 minutes of the earthquake. The Minister indicates that the entire country was fully prepared within 6 minutes of receiving that bulletin.

Dilshani Samaraweera & Harsha de Silva The Information and Communication Technology Agency of Sri Lanka (ICTA) and LIRNEasia have partnered to conduct an in-depth baseline sector analysis of the BPO sector in Sri Lanka, to assess its direct, as well as indirect impacts on the country, and to identify opportunities and constraints for its growth. The preliminary findings of the analysis will be presented at the colloquium. The finalized country report will be available publicly and it is envisaged that it would constitute an essential input in the formulation of effective policies that would catalyze sector growth.

The World Information Society Report 2006 showcasing the results from the Digital Opportunity Index applied to 180 countries was released this week by the ITU. The DOI evaluates the opportunity, infrastructure and utilization of Information and Communication Technologies (ICTs) worldwide. The report can be downloaded here. Amongst the countries that LIRNEasia works in, the biggest gainers in the DOI ranking are India and Indonesia. In India, digital opportunity nearly doubled between 2001 and 2005.
LANKA BUSINESS ONLINE – LBO Sri Lanka’s biggest mobile-phone operator Dialog Telekom Thursday slashed outgoing call charges by as much as 50 percent as the firm stepped up its expansion drive in the country. Call charges within the network from 11.00 pm to 6.00 am will go down by 50 percent to 2.00 rupees, while rates for outgoing peak calls have been cut by an average 30 percent, officials said.
LANKA BUSINESS ONLINE – LBO ‘Sri Lanka’s cabinet has agreed clear up frequency spectrum on few bands, as the government looks to attract new operators to offer telephony services at affordable rates. “The cabinet has agreed to clear spectrum in 450 megahertz, 800-900 megahertz, 1800 megahertz and 2-gigahertz radio frequencies, which will be re-allocated for public telecommunications networks,” Media Minister Anura Priyadharshana Yapa told reporters Thursday.’ Spectrum refarming is one of the most important and difficult tasks facing regulatory agencies today. The quasi-property rights enjoyed by users requires that they be compensated for the losses they incur when they are compelled to move in the course of refarming. One of the groups most resistant to moving are the military.
