Several of the pilot projects presented at the 2nd Pan Asian evidence-based e-Health adoptation and application (in short form – Panacea), were m-Health projects. One of the Panacea projects THIRRA and LIRNEasia lead RTBP share some aspects one being working on disease information communication in Sri Lanka; however, differs in the goals where THIRRA aims to digitize the H-544 health form at the Public Health Inspector’s point of service – at the patient’s home. On the other hand, RTBP will digitize minimal set of parameters: location (postal code), disease (ICD Code), symptom, sign, age, and gender collected from health provider facilities. Some of the other m-Health projects; especially in Philippines, involved Filipino rural community health care workers strictly using SMS with prearranged formatted strings for communicating field data to a central database. The stimulus packages being worked up by governments the world over all seem to have a broadband component.  Even the Sri Lanka government which barely has enough money to pay its bills, is thinking of launching a USD 100 million satellite for high speed Internet (I guess this means broadband?).   Leaving aside the insanity of the Government of Sri Lanka operating satellites, even the other proposals to provide government subsidies to rollout fiber networks can have bad effects that need to be thought about, before taxpayer money is doled out.  As the Economist points out: Another drawback with big state subsidies for broadband is that they could distort the market and create regulatory problems.
Dialog Telekom PLC in collaboration with its partners Dialog University of Moratuwa Mobile Communications Research Laboratory and Microimage Technologies together with the Disaster Management Centre (DMC) of Sri Lanka launched Sri Lanka’s first ever mass alert warning system; the ‘Disaster and Emergency Warning Network’ (DEWN) yesterday under the patronage of Disaster Management and Human Rights Minister, Mahinda Samarasinghe. Speaking on the launch of DEWN Group Chief Executive Officer, Dialog Telekom PLC, Dr. Hans Wijayasuriya said that “There are 10 million people in this country who have access to telecommunication and mobile services. Now the mobile has become a powerful tool which could be called as a ‘Digital Empowerment Device’ and our citizens are digitally empowered into the digital network”. Dr.
When I first met Isuru Seneviratne in late 90s (in cyberspace) he was a twelve year old student. Life was not always sympathetic to this eldest of a family of three. Flickr still has a photo showing young Isuru and his sister assisting their parents in poultry. His father was a famer – then the only breadwinner of the family. In August 2008, LIRNEasia made a big push to eliminate the anomaly of intra-SAARC calls that were more expensive than calls to Singapore, UK, USA and other liberalized markets.  This bore fruit in the form of para 6 of the SAARC Summit Declaration: The Heads of State or Government observed that an effective and economical regional tele-communication regime is an essential factor of connectivity, encouraging the growth of people-centric partnerships. They stressed the need for the Member States to endeavour to move towards a uniformly applicable low tariff, for international direct dial calls within the region. While the regulators are cogitating. it appears that the operators are acting.
Update: Media coverage – ‘Prudent Trade and Policy Strategies with India will benefit Sri Lanka‘, The Island, 15.01.09 — This work was outside LIRNEasia‘s core research program, but is still relevant because it addresses questions on services trade and investment between two countries LIRNEasia works in.  The forum was Sanvada, a policy dialogue run by the Pathfinder Foundation.   One of the key claims is that a framework agreement with some disciplinary force would be of greater value to Sri Lanka as a small country in its relations with India, and that this is even more true for services trade.

Sri Lanka is a small and densely populated country.  When the oldest mobile operator (started business in 1989) says that it is adding 40 towers a month, it shows a real hard push to increase coverage in rural Sri Lanka.  The reward is reaching 2 million customers and high customer satisfaction ratings, according to the CEO. Sri Lankan mobile operator Tigo, a unit of Millicom International Cellular, said it had reached two million subscribers in 2008 after heavy investments to expand its network coverage. A statement from the company, formerly known as Celltel Lanka, attributed the growth to “network expansion, the strength of the brand and excellent customer service.
Telecommunications Regulatory Commission of Sri Lanka (TRCSL) today published a list of short codes to be used in case of emergencies and to access other e-gov services. They will work on any phone, mobile or fixed from any operator. Emergency calls are free. To access a service, normal call charges apply. Public are advised to use these codes as per the specific nature of emergency.

Sri Lanka to regulate m payments?

One hopes of course that this will not detract from the Central Bank’s work on bringing inflation down to single digits and rebuilding trust in the banking system. Sri Lanka will issue new rules covering financial transactions through mobile phones, Central Bank Governor Nivard Cabraal said, as the island’s fast growing celcos join banks to offer new payment methods. “Given the increased usage of mobile phones for financial transactions, the Central Bank intends to issue new operating guidelines for mobile payments during 2009,” Cabraal said in an annual policy speech Friday. He said the move was part of an overall effort to improve the confidence in electronic payments, which would also cover payment cards. Full report.

Sri Lanka: Sixth GSM operator licensed?

Board of Investment has granted approval to a sixth mobile/ 5th fixed operator. The Board of Investment of Sri Lanka granted investment approval to a new mobile (GSM) and fixed (SCDMA) telecommunications network provider. Mr. Dhammika Perera, Chairman / Director General signed the agreement on behalf of the BOI and formally presented the BOI Certificate of Registration to Mr. B.

Sri Lanka: Whither onshore BPOs @BOP?

Recessions are not bad for everybody. Proverbial silver line in the cloud, they bring hope to some. Success of the India BPO industry can partially be attributed to the post 9/11 recession. Tighter the economy, cheaper the solutions business looks for. How far onshore rural BPOs cater to the needs of their clients?
Electricity is said to be the only infrastructure the twentieth century communist rulers have truly cared for.  The practice may have had its origins in Lenin’s efforts for full electrification of the Soviet state, started in 1920 (aka GOELRO Plan). Nevertheless it makes perfect sense. Let the masses have electricity so that they can switch on television sets. They will not worry about anything else.
Four years to history, ‘Your tears are mine’ (see below) was my reaction to Asian tsunami. Reproduced in multiple sites, it was recited once in a remembrance event. Though written more in a Sri Lankan context, let me pick it again today, to remember all 225,000 lives lost, in the worst tsunami in recent history – that caused vast damage to four countries LIRNEasia closely works in, Indonesia, Sri Lanka, Thailand and India. Not my every wish was granted. The aftermath of tsunami, instead of creating a division-free society demonstrated how pathetically the disparities were amplified.
  On January 16, 2008 a bus bomb went off killing 25 and injuring more than 60, in a remote area of Moneragala, arguably the least connected district in the island. Within less than two hours, the international news channels were up with clips. Nuwan Sameera (inset) FTPed them from his Nenasala telecenter in Bibile town – about one hour journey away. Nuwan operates just within 200 m from a telecom tower (see photo) but bureaucracy is bureaucracy. Spending World Bank money generously, ICTA, the implementation agency of Nenasala telecenter network under the e-Sri Lanka program, first provided a VSAT link from a different operator.
Ambuluwawa, about 1,100 m above sea level, is probably the highest point in the vicinity of Gampola. Not surprisingly, all telecom operators exploit the geography. Transmission stations/towers encircle the summit. (See above) That is what one calls infrastructure. Just 10 km away, Sirimalwatte Ananda thero, a young and energetic Buddhist monk, runs a Nenasala, a telecenter established under the World Bank funded e-Sri Lanka program.
